About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 is issuing a Sources Sought Notice for a 3-year lease extension for the Charleston Vet Center located at 200 Tracy Way, Charleston, WV. The VA intends to award a sole source lease extension to The Northgate Trust under GSAM Part 570.402 authority, which allows non-competitive awards when competition would result in substantial duplication of costs. This is not a request for lease proposals but rather an opportunity for parties to submit written statements of capability if they believe they can provide a facility that meets the requirements. The government will evaluate any alternative space proposals based on economic advantages and total relocation costs, including physical move expenses, tenant improvements, and infrastructure replication. All responses must be submitted via email to Lease Contract Specialist Tammy Buckwalter at tammy.buckwalter@va.gov by August 29, 2025, at 10:00 AM Eastern Time.
This procurement does not utilize any set-aside designations and identifies The Northgate Trust as the current contractor receiving the intended lease extension. The lease covers approximately 4,788 rentable square feet of office space with a contract period from January 1, 2027, through December 31, 2029. The term structure includes 1-year firm and 2-years non-firm periods, providing flexibility for the government. While no specific award values or budget ranges are disclosed in the notice, the government emphasizes that submission of capability statements does not guarantee lease award and that they retain full discretion in the procurement process. The solicitation number VA249-15-L-0145 governs this lease action, and interested parties have a 14-day response window from the August 15, 2025, posting date.

DESCRIPTION
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a 3 Year Extension to The Northgate Trust, under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the above requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space at 200 Tracy Way, Charleston, WV 25311 in a lease that expires 12/31/2026. To satisfy the VA mission requirements, the current Veterans Center must remain operational.
Term: 3-years; 1-year firm term, 2-years non-firm term.
Space Availability: The space must be available for occupancy by 1/1/2027.
Rentable Square Feet: Approximately 4,788 Square Feet of Office Space.
Location: To be considered, space must be within the following delineated area:
North- US 119-Spring Street- Bullitt Street- Slack Street; Barlow Drive
South- Greenbrier Street- Kanawha Boulevard
East- Keystone Drive, Airport Rd- Greenbrier Street
West- Kanawha Boulevard
The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government will consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Affirmative responses to this advertisement: Interested parties are invited to submit the above notice and evidence via email to (tammy.buckwalter@va.gov) no later than Friday, August 29, 2025 at 10:00 AM EST. Telephone responses shall not be accepted.
RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON ANY AFFIRMATIVE RESPONSE TO THIS ADVERTISEMENT.
