About this opportunity
The Defense Threat Reduction Agency (DTRA) issued a Limited / Sole Source Justification Notice for upgrading X-ray simulators used in nuclear survivability testing, specifically the Double-EAGLE and PITHON simulators at L-3 Applied Technologies Inc. in San Leandro, CA, and the Gamble II simulator at the Naval Research Laboratory in Washington, DC. The justification was based on L-3's unique scientific, engineering, and technical expertise developed through years of DTRA-sponsored pulsed power research and development, making them the only responsible source capable of performing the work. The contract (HDTRA120C00038) was awarded sole-source to L-3 on July 27, 2020, with an anticipated value of $80 million over five years. The scope of work includes applying recent Fast Marx technology development to conduct design studies, risk mitigation experiments, and upgrades to pulsed power capabilities, with the ultimate goal of fabricating, assembling, and demonstrating new components and support systems at the existing facilities. This contract falls under the NAICS category of Research and Development in Physical, Engineering, and Life Sciences.
