Combat Capabilities Development Command Systems Simulation, Software and Integration (S3I) Directorate Development Operations Maintenance and Support (DOMS) System of Systems Element Simulation (SSES) Increase of Contract Value
The US Army Contracting Command-Redstone (ACC-R) , anticipates a sole source IDIQ type, Cost-plus- fixed-fee contract with Modern Technology Solutions, Inc. (MTSI), 5285 Shawnee Rd STE 400 Alexandria, VA 22312-2328 CAGE Code 0X988 for the Development, Operations, Maintenance and Support (DOMS) System of Systems Element Simulation (SSES) for System Simulation Software and Integration (S3I) Directorate, to increase the labor hours and material/travel cost amounts on the basis of other than full and open competition. This effort involves a 60-month total ordering period and period of performance.
Under the authority 10 U.S.C. 2304(d)(1)(B) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), "For DoD, the National Aeronautical and Space Administration, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in, - (B) Unacceptable delays in fulfilling the agency’s requirements.” This contract shall be awarded on an other than full and open competitive basis to MTSI as the only source with the technical knowledge and expertise required to enhance and maintain the current suite of System of Systems modeling, digital simulation, HWIL and prototype development facilities. MTSI is uniquely qualified to perform these efforts as they are the only source that has the in-depth technical knowledge and expertise needed to proficiently perform them without the government experiencing unacceptable delays in fulfilling the agency’s needs associated with disruptions or suspensions of ongoing simulation mission efforts. Award to another source would result in substantial additional investment and unacceptable delays in fulfilling the agency’s requirement.

The Defense Threat Reduction Agency published a Limited/Sole Source Justification Notice on July 27, 2020 to award a sole source contract to L-3 Applied Technologies Inc. worth $80 million over five years through contract HDTRA120C0038. The scope of work includes applying recent pulsed power technology developments to conduct design studies, risk mitigation experiments, and upgrades to the pulsed power capabilities of the DTRA-owned Double-EAGLE and PITHON simulators located at L-3's San Leandro, CA facility. Support is also required for upgrades to the Gamble II simulator capabilities at the Naval Research Laboratory in Washington, D.C. As the long-time designer, developer and maintainer of the simulators and unique expertise, L-3 is identified as the only responsible source capable of performing the upgrades and technology applications.

Contract W31P4Q-15-D-0015, Combat Capabilities and Development Command (CCDC) Aviation and Missile Center (AvMC) System Simulation Software and Integration (S3I) Aerothermal Aero-Optics Evaluation Center (AAEC) has a follow requirement which will allow them to continue receiving unique and critical capabilities to the Department of Defense and U.S. Government in the hypersonic field through its facilities and expertise. The Government minimum quantity to be awarded simultaneously with the base award shall consist of 91 labor hours and $10,000. The contracts maximum quantity consist of 340,000 labor hours and $21,179,191 in Material, Travel, and Other Direct Costs. This action is necessary because higher than anticipated customer requirements resulted in accelerated issuing of available labor hours and associated material, travel and other direct costs. This action is pursuant to the authority of 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 , "Only one responsible source and no other supplies or services will satisfy agency requirements”, this contract shall be awarded on an other than full and open competitive basis to CUBRC, Inc., as the only source that has the high-speed, high-pressure, aero-optics, aerothermal, aero-propulsion, and aerodynamics hypersonic testing expertise. They have unique in-house instrumentation and sensor expertise which allow for capturing more data than other contractors. They have the specialized expertise for testing high mach speeds that no other contractor has. Award to another source would result in substantial additional investment to the Government and unacceptable delays in fulfilling the agency's requirement. The incumbent contractor, CUBRC, Inc., 4455 Genesee Street, Buffalo, NY 14225-1928, is the only source with the technical knowledge, expertise, and infrastructure to provide the required level of uninterrupted support for continued operation of the AAEC.

Sources Sought to Provide Integrated Product Support for the Chemical, Biological, Radiological, and Nuclear (CBRN) Mounted Reconnaissance Modular Mission Payload
The U.S. Army Joint Product Manager (JPM) for Reconnaissance and Platform Integration intends to award a support contract for Integrated Product Support (IPS) for Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) Sensor Suite Upgrade (SSU) Modular Mission Payload (MMP) Capability Set 2.1 (CapSet 2.1). The IPS tasks will provide support up to the Conditional Material Release (CMR) of the SSU equipment.
The NBCRV SSU program has conducted two (2) phases of development; Phase 1 (CapSet 1.0) to support Joint Warfighters Assessment (JWA) 2019 and Phase 2 (CapSet 2.0) to support JWA 2020. Logistic products were produced in support of these phases. CapSet 2.0 documentation will be provided under this contract as a baseline. The contractor will develop and provide IPS to the NBCRV SSU up to a Materiel Release Decision expected in 4QFY22.
Services to be Provided

Place of Contract Performance
The contractor will be required to perform at various locations. The schedule has yet to be finalized, but several of the known locations are:
Government’s Design Integrator at Elkridge, MD. The contractor may also have to attend other data gathering and design influence sessions at other sub- contractor facilities throughout the USA; locations to be determined.
Deliver training and system support at Government test facilities, to include but not limited to: Aberdeen Proving Ground, MD and Dugway Proving Ground, UT.
