About this opportunity
The U.S. Department of Homeland Security Federal Protective Services (FPS) Countermeasures Operations Division is conducting market research to identify contractors capable of leasing X-ray detection machines for national deployment across CONUS and OCONUS locations. The procurement encompasses four categories of X-ray machines ranging from small/compact to X-large models, all designed for parcel and mail security screening with advanced capabilities including artificial intelligence, machine learning, 3-D imaging, and automatic threat detection algorithms. Contractors must demonstrate the ability to meet stringent technical standards including compliance with radiation safety regulations (21 CFR 1020.40, 29 CFR 1910.1096, 10 CFR 20) and equipment standards (ANSI N43.3, UL 61010-1), as well as the capacity to provide comprehensive leasing services including shipping, installation, maintenance, spare parts inventory, and operator training. The Sources Sought notice requires interested vendors to address their ability to meet specifications, relevant leasing contract experience, financial capacity for startup and operations, and subcontracting management capabilities by April 17, 2026. This is a market research notice only; no formal evaluation criteria for award have been specified, and no contracts will be awarded from this pre-solicitation phase.
The contract carries no set-aside designation and represents an open competition. The anticipated performance period runs from November 1, 2026, through October 31, 2031, with equipment delivery required by September 2026 for the November 1 service start date. All maintenance, preventive inspections, radiation surveys, spare parts, training, and consumable supplies are included in the monthly lease price, with service level agreements requiring 95% equipment uptime and response times ranging from four hours for initial service calls to 24-72 hours for repairs or replacement. The applicable NAICS code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with a small business size standard of $40 million in annual revenue. Contractors must be able to source machines from original equipment manufacturers or third-party distributors, with both personnel and package/mail screening solutions required from a single vendor.
