About this file
This is a Sources Sought notice issued by the U.S. Department of Homeland Security Federal Protective Service (FPS) on April 13, 2026, for market research purposes to identify contractors capable of fulfilling a national X-Ray Detection Machines lease contract covering CONUS and OCONUS locations. The anticipated period of performance runs from November 1, 2026, through October 31, 2031, with new machines required for delivery by September 2026 to meet the November 1, 2026 service start date. FPS seeks X-ray systems in multiple form factors, ranging from compact machines for facility entrance screening to larger machines for package and mail delivery screening at loading docks. Required capabilities include single- or dual-view screening, artificial intelligence and machine learning-enhanced detection, three-dimensional imaging, auto-calibration, and standards integration, with a minimum target resolution of 36 American Wire Gauge (AWG) and accompanying monitors supporting maximum system resolution.
Interested vendors must provide all necessary management, supervision, training, personnel, materials, supplies, and equipment. Installation and maintenance services are included in the leasing price, with relocation services available as a separate price point for in-building or site-to-site moves. FPS requires machines sourced from either original equipment manufacturers or third-party distributors, and both personnel and package/mail screening solutions must be sourced from the same vendor. The applicable NAICS code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with a small business size standard of $40 million. This is a market research notice only and is not a request for proposal; no contracts will be awarded, and no reimbursement will be provided for response costs. Responses should be submitted via email to Danielle DiMedio at danielle.dimedio@fps.dhs.gov and must address the organization's ability to meet specifications, relevant leasing contract experience, financial capacity for startup and operations, subcontracting management capabilities, and any questions or concerns regarding the draft Statement of Work.

U.S. Department of Homeland Security Federal Protective Service 520 Walnut Street, Suite 200 Philadelphia, PA 19106
ISSUE DATE: April 13, 2026 RE: Sources Sought for X-Ray Lease Recompete The U.S. Department Homeland Security, Federal Protective Services (FPS) Countermeasures Operations Division (CMOD), is conducting market research to identify contractors capable of fulfilling an upcoming requirement for a national X-Ray Detection Machines lease contract (CONUS/OCONUS). The X-Ray machines enable the detection of weapons/explosives and/or other prohibited items at federal buildings. Installation and maintenance services are included in the leasing price. Relocation services are included as a separate price point for either in-building or site to site relocation. Anticipated Period of Performance 11/1/2026 – 10/31/2031; new machines should be delivered prior to anticipated service start date of 11/1/2026, September 2026 delivery timeframe.
FPS protects Federal facilities and those who occupy them by conducting law enforcement and protective security services and leveraging access to the intelligence and information resources of our network of Federal, state, local, tribal, territorial, and private sector partners. The FPS mission is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government’s critical infrastructure, services, and the people who provide or receive them.
Ideal vendors should provide systems in a variety of form factors, including compact machines that support the screening of items at facility entrances to larger machines that can screen package and mail deliveries at facility loading docks. Solutions should align to several requirements outlined by FPS, including single- or dual-view screening, artificial intelligence (AI)- and machine learning (ML)-enhanced detection, three-dimensional (3D) imaging, auto-calibration, and standards integration. Additionally, FPS is seeking solutions that provide a minimum target resolution of 36 American Wire Gauge (AWG) with accompanying monitors that can support the maximum resolution of the system. In furnishing these services, interested entities shall provide all necessary management, supervision, training, personnel, materials, supplies and equipment except as otherwise indicated, and shall plan, schedule, coordinate, and ensure effective performance of, and conform to all aspects of the statement of work.
FPS requires X-ray machines that can be leased from an original equipment manufacturer (OEM) or third-party distributor, thus providing enhanced flexibility and maintenance support. Due to training requirements, solutions for both the personnel and package/mail screening use cases must be sourced from the same vendor.
The North American Industrial Classification System (NAICS) code for this effort is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a small business size standard of $40M. The NAICS Code and corresponding size standard is provided to determine the appropriate business size in response to this Sources Sought notice. For further information on business size definitions please refer to Small Business Administration's web site: Table of size standards (sba.gov).
