About this opportunity
NASA's Armstrong Flight Research Center (AFRC) is seeking specialized support for the X-59 aircraft system throughout Phases 2 and 3 of the Quiet SuperSonic Technology (Quesst) mission. The procurement involves comprehensive technical assistance including aircraft engineering, avionics, simulation, software support, repair, assembly, integration, and specialized aircraft operations maintenance. NASA intends to issue a sole source contract to Lockheed Martin Aeronautics Company under FAR 6.302-1, citing that only one responsible source can satisfy agency requirements. Interested organizations may submit their capabilities and qualifications electronically to Contracting Officer Mrs. Roxana Romero via email by 12:00 PM PST on March 19, 2025. The evaluation of submitted capabilities will be solely to determine whether the acquisition can be conducted on a competitive basis, with the government retaining full discretion in making this determination.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. While the contract is intended to be sole-sourced to Lockheed Martin Aeronautics Company, potential respondents are still invited to demonstrate their capabilities. The contract falls under NAICS category 488190 (Other Support Activities for Air Transportation) and PSC category 1510 (Aircraft, Fixed Wing), suggesting a technical and specialized nature of services. The procurement is specifically for supporting the X-59 aircraft system, which appears to be a critical component of NASA's supersonic technology research mission. The government has included the NASA Clause 1852.215-84, Ombudsman, which provides additional oversight and potential recourse for contractors, and has made the Center Ombudsman information publicly available through a provided web link.
