About this opportunity

The Department of the Interior Fish and Wildlife Service intends to solicit percolation and groundwater testing services for the Wyoming National Elk Refuge with a response deadline of July 17, 2026. This is a Total Small Business set-aside.

Work is performed at the Wyoming National Elk Refuge in Jackson, Wyoming. The contractor shall excavate a 3-foot-deep trench and hand-dig an additional 12 inches for percolation test holes (minimum three tests to meet Teton County requirements), observe soil profile pits extended 8 feet below ground surface with logging by a qualified Geotechnical Engineer, and conduct groundwater monitoring from spring to summer. All materials and labor are contractor-supplied. The Period of Performance runs from August 1, 2026 through October 31, 2026. Deliverables must be submitted electronically in PDF format to the Contracting Officer, COR/Project Manager, and NER Contact.

This work supports replacement of a 1929-era septic system at Quarters No. 3 that has exceeded its design life; soil data from testing will inform the new drainfield design. The contractor assumes full responsibility and liability for compliance with all applicable Federal, State, and local safety regulations. Site access coordination is required with Sean Brophy, Deputy Refuge Manager (sean_brophy@fws.gov).

Davis-Bacon prevailing wage rates apply. NAICS 541620 (Environmental Consulting Services); PSC B510 (Special Studies/Analysis—Environmental Assessments).
