About this file
This is a Statement of Work for percolation and groundwater testing services at the Wyoming National Elk Refuge (NER) located in Jackson, Wyoming.
The contractor shall provide all materials and labor to perform percolation testing to determine soil data for an individual septic system drainfield design and conduct groundwater monitoring at the site. The work includes excavating a 3-foot-deep trench with equipment and hand-digging an additional 12 inches for percolation test holes, with a minimum of three percolation tests required to meet Teton County minimum requirements. The contractor must also observe soil profile pits extended 8 feet below ground surface and ensure a qualified Geotechnical Engineer logs these pits. Groundwater monitoring shall be conducted from spring to summer using a testing method recommended by the contractor. The Period of Performance runs from August 1, 2026 through October 31, 2026. Site access must be coordinated with Sean Brophy (Deputy Refuge Manager) at sean_brophy@fws.gov. The contractor assumes full responsibility and liability for compliance with all applicable Federal, State, and local safety regulations protecting workers, visitors, and adjacent occupants. All deliverables shall be submitted electronically in PDF format to the Contracting Officer, COR/Project Manager, and NER Contact for review and acceptance. The work addresses the failure of Quarters No. 3's 1929-era septic system, which has exceeded its design life and requires replacement; soil data from this testing will support the drainfield design for the new system.

24-034 PERCOLATION AND GROUNDWATER TESTING FOR A SEPTIC SYSTEM
DRAINFIELD AT WYOMING NATIONAL ELK REFUGE (NER)
I. GENERAL PROJECT SCOPE
A. The contractor shall provide all material and labor required to perform percolation testing to determine soil data for an individual septic system design. Contractor shall perform groundwater monitoring at the site. The groundwater monitoring testing method shall be recommended by the contractor. The data collected will also be used for the individual septic system design. Period of Performance: August 1, 2026 –
October 31, 2026.
It is recommended that the contractor review the project site prior to field work and testing. Access to the project site shall be coordinated with Sean Brophy sean_brophy@fws.gov
B. The contractor shall provide 3-ft below ground surface trench with excavation equipment. Additional 12 inches for percolation test holes shall be excavated by hand within the excavated trench. A minimum of 3 percolation tests shall be performed.
The contractor shall meet minimum requirements set by Teton County.
C. The contractor shall also observe all soil profile pits and shall be extended 8 ft below ground surface.
D. A qualified Geotechnical Engineer shall log the profile pits.

B. Quarters No. 3 septic system was constructed in 1929 and has exceeded its design life and no longer functions properly. The system requires continued maintenance. A properly functioning sanitary waste system is necessary component of any government residence. This project shall provide the necessary soil data for a septic system drainfield design.
III. QUALITY CONTROL/QUALITY ASSURANCE

Engineering services are defined as those performed for installations of the system, assembly, or products that are similar in material, design, and extent to those indicated for this
Project.
TESTING AGENCY QUALIFICATIONS: An NRTL, and NVLAP, or an independent agency with the experience and capability to conduct testing and inspecting indicated and with additional qualifications specified if any, and where required by authorities having jurisdiction, that is acceptable to authorities.
