The solicitation (140FC125R0006) will be evaluated using a Lowest-Price Technically Acceptable (LPTA) method, which focuses on price and technical acceptability as the primary evaluation factors. Interested contractors must submit their proposals via email to john_ferrall@fws.gov by April 8, 2025, at 5:00 pm EDT, with a site visit highly recommended and coordinated through Sean Henderson. Proposals must include all mandatory documentation outlined in Section L, and contractors must be registered in the System for Award Management (SAM) database.

The total project magnitude is estimated between $25,000 and $100,000, and performance and payment bonds will not be required. The septic system is designed to serve 4 volunteer RV pads and 2 studio apartments, with a capacity to handle 640 gallons per day. Contractors should note that site excavation will be completed by Fish & Wildlife Service employees using their own equipment, and while specific contractor licensing is not mandatory, registration with the Wyoming Secretary of State is necessary to conduct business in the state.
