STATEMENT OF WORK (2024 11 1)

3-Stage Concrete Septic Tank

1. General:

1.1 Jackson National Fish Hatchery (NFH), 1500 Fish Hatchery Road, Jackson, WY 83001 9805.

2000 gallon, 3-Stage Concrete Septic Tank(s) System.

1.2 Purpose is to provide septic service to the Volunteer Complex at the Jackson NFH to include the RV pads and the volunteer bunkhouse.

1.3 The contractor must be appropriately licensed and certified for the construction of the concrete tank.

1.4 The contractor, or sub-contractor, whomever is transporting the concrete tank, must be appropriately licensed and certified to transport in the states that the transport will be conducted.

1.5 The contractor must follow all associated regulations and laws including: Federal, State, County, and municipal.

2. Place of Performance and Period of Performance

2.1 Work is to be performed at Jackson National Fish Hatchery (NFH), 1500 Fish Hatchery Road, Jackson, WY 83001-9805.

2.2 This project needs to be completed prior to June 1, 2025, to accommodate summer volunteers.

2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.

2.4 Non duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr. Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day).

3. Scope

3.1 All project excavation requiring heavy equipment will be done by hatchery staff.

3.2 All work upstream of tank inlet including main line, service connections, and cleanouts will be installed by hatchery staff.

3.3 Contractor is responsible for purchase and install of septic tank(s) and all accompanying parts/ infrastructure within and downstream of tank(s) including concrete distribution box, effluent filter w/ float bracket, alarm, complete low head pump station, risers, etc. Must comply with provided design and Teton County regulations.

3.4 Tank inlet must fit 6 inch diameter main service line.

3.5 Contractor or subcontractor will transport septic tank and accessories to Jackson NFH.

3.6 Contractor or subcontractor will off-load and place septic tank at provided, excavated location.

3.7 Contractor or subcontractor will wire/ connect alarm system, pump and any other electrical components required to operate septic system.

4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended)

4.1 The contractor is to provide up to 2 top seam concrete tanks with a minimum combined volume of 2000 gallon. System must be top seam, 3-stage septic tank(s) with all of the materials, penetrations, and equipment to make it legally, fully operational.

4.2 The contractor shall provide all materials and equipment required.

5. Data Management Plan (DMP)

5.1 None.

6. Government-Furnished Equipment (GFE) / Government-Furnished Information

(GFI)

6.1 Jackson NFH will provide restrooms, electricity, and water for the contractor to using while the contracted work is being completed.

6.2 Identify any limitations. N/A

7. Evaluation and Acceptance

7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon designated U.S. Fish and Wildlife Service representative(s) determining the work to be acceptable and in good working order.

8. Quality Control/Quality Assurance:

8.1 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.

8.2 Identify and detail measures for assessing quality control and acceptance; each requirement is unique and a table format is visually friendly and may be desirable.
