About this opportunity

DLA Maritime Pearl Harbor is procuring WSQ-9 Grommets under solicitation SPMYM4-25-Q-0749, specifically seeking three different configurations of stuffing tube packing assembly grommets and conduit end fitting packing assembly grommets that must conform to MIL-S-24235C military standards. The procurement requires vendors to manufacture grommets using Neoprene Rubber (MIL-R-15624, Class 1, Grade 40-45) with aluminum bronze inserts per ASTM B150-ENGL 1998, following precise 12-step molding procedures that include sandblasting, adhesive application, and controlled heating and cooling processes. All quotes must include the manufacturer's name to be considered for award, and vendors must demonstrate compliance through quality conformance inspection and ASTM D2240 Type A Durometer testing to verify rubber hardness specifications. The solicitation operates under Federal Acquisition Regulation Parts 12 and 13 for commercial items and simplified acquisition procedures, with quotes due by 12:00 PM Hawaii Standard Time on August 13, 2025, submitted via email to designated Navy contracting personnel.

This opportunity is designated as a 100% small business set-aside under NAICS code 339991 (Gasket, Packing, and Sealing Device Manufacturing) with a size standard of 600 employees, requiring vendors to self-certify they are not suspended or debarred from federal contracting and maintain active registration in the System for Award Management database. The contract encompasses three distinct line items for different grommet configurations with specific hole patterns (3-hole and 6-hole configurations) and delivery schedules targeting September 8, 2025, and September 30, 2025. Performance will occur with delivery to DLA Distribution in Pearl Harbor, Hawaii, under FOB Destination terms with government inspection and acceptance protocols. The technical specifications require strict adherence to military standards with precise dimensional tolerances and manufacturing procedures, indicating this is likely a critical component for naval or maritime applications requiring high-reliability sealing solutions.
