About this opportunity
The Department of State Office of Acquisition Management issued this Sources Sought notice on March 31, 2026, to conduct market research for a potential Architect/Engineer Indefinite Delivery/Indefinite Quantity (IDIQ) contract for worldwide environmental engineering services. The procured services encompass asbestos inspection surveys and sampling at State Department properties globally, Post Asbestos Management Plan development, asbestos remediation oversight, lead inspection surveys, toxic and hazardous material assessments, air quality analyses, and EPA AHERA Asbestos Inspector training and certifications. Firms must maintain active System for Award Management (SAM) registration and avoid listing on the Excluded Parties List. Evaluation will be based on three factors: Joint Venture Agreement/Statement (3-page maximum), A/E Firm Past Performance on Management/Planning demonstrating at least three projects valued between $250,000 and $1,000,000 completed within ten years (12 pages maximum), and Core Team Key Personnel Profiles for Program Manager, Project Manager, Certified Industrial Hygienist, Certified Hazardous Materials Manager, and Certified Safety Professional positions (8 pages maximum). All submissions must be received by 12:00 P.M. Eastern Time on April 14, 2026, via Google Drive shared to the designated government email addresses.
This opportunity carries no set-aside designation, making it available to all qualified firms regardless of socio-economic status, though the government is specifically seeking information about availability and capability among Small Business (SB), Women-Owned Small Business (WOSB), HUBZone, 8(a), and Service-Disabled Veteran-Owned Small Business (SDVOSB) entities under NAICS code 541330. No incumbent contractor is identified in this market research notice, and no specific award values or budget ranges are disclosed at this pre-solicitation stage. The IDIQ contract structure indicates indefinite quantities and delivery requirements based on future government needs rather than fixed service volumes. Information submitted in response to this notice will be used solely for acquisition planning and will not be shared outside the government acquisition team. This notice is exploratory in nature and does not constitute a formal solicitation or guarantee that an RFP will be issued.
