About this opportunity
The Department of State Office of Acquisition Management intends to solicit an IDIQ contract for worldwide environmental engineering services at approximately 285 U.S. diplomatic facilities in over 190 countries plus domestic offices in the Washington, DC metropolitan area, with Stage 1 solicitation planned for July 2026. This is a competitive total small business set-aside (NAICS 541330, $25.5 million size standard) potentially reserved for Small Disadvantaged Businesses, Women-Owned Small Businesses, HUBZone Small Businesses, or Service-Disabled Veteran-Owned Small Businesses.
The Bureau of Overseas Buildings Operations seeks licensed environmental engineering firms (prime or joint venture) to provide asbestos inspection surveys and sampling per EPA AHERA standards, lead inspections, toxic and hazardous material assessments, air quality analyses (radon, mold, heavy metals), HVAC and domestic water system analysis, Environmental Site Assessments, ground and soil remediation, radon investigation and mitigation, Indoor Air Quality investigations, mold remediation, and EPA AHERA Asbestos Inspector training for DOS personnel. Contractors must employ Certified Industrial Hygienists, Certified Hazardous Materials Managers, and Certified Safety Professionals, and must possess or be eligible to obtain a DCSA Top Secret Facility Clearance with Top Secret safeguarding capability and a DCSA-approved Information System for classified information processing. Only U.S. firms organized and operating in the U.S., Puerto Rico, or U.S. possessions are eligible for facility clearances; foreign firms and firms with Foreign Ownership, Control, or Influence are ineligible unless FOCI risks can be effectively negated. Work may require overseas travel to high-threat locations with stringent security compliance.
The contract structure is Firm-Fixed-Price IDIQ with a base year plus four one-year option periods (five years total), estimated at $4,500,000 ($900,000 per year). Award will use the Brooks Act in three stages: Stage 1 (pre-qualification portfolio evaluation), Stage 2 (short-list submission with possible presentations), and Stage 3 (formal RFP for pricing). Anticipated contract award date is March 16, 2027, with performance from May 16, 2027 through May 15, 2032. Contact: Samantha N. Pakuwal, PakuwalS1@state.gov.
