About this opportunity

The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response (ASPR) has issued a Special Notice announcing its intent to award a sole source contract for Working Capital Fund implementation services. This notice pertains to a contract that will establish a cost allocation plan and budget infrastructure to support ASPR's cost recovery program across six key service areas: Information Technology, Human Resources, Financial and Acquisition Management, Acquisitions, Facilities Management, and Security. The contract is classified under NAICS code 541611 for Administrative Management and General Management Consulting Services and will be awarded to Deloitte Consulting LLP. The government has determined that Deloitte's services and capabilities are unique and no other source can satisfy the agency requirements. The contract structure includes a base 12-month period with one 12-month option year and will apply methodology developed during ASPR's WCF transformation project from Fiscal Year 2023 to 2025.

The primary objective of this contract is to transition ASPR to a full cost recovery model where centrally administered services are funded by service consumers, thereby improving fiscal transparency, budget management, and operational efficiency. Key deliverables include developing WCF operational architecture, establishing legislative authority to operate, implementing cost allocation models, creating accounting and chargeback processes, and refining performance metrics. Contractors interested in this opportunity must submit offers by 12:00 PM Eastern Time on August 27, 2025, via email to the designated contracting officer. Eligibility requirements mandate that potential offerors be registered in the System for Award Management (SAM) and complete online electronic Representations and Certifications. The contract covers substantial budget allocations across service areas, with Acquisitions budgeted around $11 million, Facilities approximately $2.5 million, and Security at roughly $46.5 million. The government will issue the solicitation to Deloitte Consulting LLP no less than 15 days after the notice publication date as part of the sole source procurement process.
