About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response awarded a sole-source contract valued at $1,494,821.02 to Deloitte Consulting LLP on September 12, 2025, for the implementation and continued operation of a Working Capital Fund (WCF). The contract provides for the development of a cost allocation and recovery process to improve fiscal transparency, budget management, and business efficiency within the Administration for Strategic Preparedness & Response (ASPR). The award was justified under FAR 8.405-6(a)(1)(i)(B) as a non-competitive procurement because Deloitte possesses unique qualifications and institutional knowledge from previous WCF transformation work that cannot be replicated by other vendors without causing mission-critical delays. The government determined that transitioning to a new vendor would require substantial recreation of complex, integrated work already completed by Deloitte and would fail to meet the required timeline for achieving full operational capability within days of contract award.
Notice text
The contract was not awarded competitively but it is Firm Fixed Price.
The proposed contract with Deloitte for the implementation and continued operation of the Working Capital Fund (WCF) is justified under (FAR 8.405-6(a)(1)(i)(B)) Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized. Deloitte has unique qualifications and institutional knowledge essential for the successful and uninterrupted continuation of the WCF implementation. This includes Deloitte prior development of all necessary implementation documents and their staff's immediate readiness to commence work. This readiness eliminates the need for a transition period, which would be required with a new vendor. The government must achieve full operational capability for a major WCF implementation within days of contract award.
Over the past three years, Deloitte has developed a highly specialized knowledge base and a deeply integrated solution through its work on the transformation contract. A transition to any other vendor would fail to meet the government's timeline. No other vendor possesses the unique expertise and proprietary system knowledge required to be immediately operational. Therefore, a competitive procurement for the next phase of the WCF transformation is not feasible. The immediate operational capability required for this major implementation cannot be met by transitioning the work to a new vendor. Any other vendor would need to substantially recreate the complex, integrated work already completed. This duplication of effort would cause a mission-critical delay that is not in the government's best interest.
Awarded contract 47QRAA18D0011P to Deloitte Consultant LLP for 1494821.02 on 2025-09-12.
