About this opportunity

The Federal Bureau of Prisons, National Acquisitions Section, is soliciting workers' compensation investigative services on a total small business set-aside basis, with proposals due September 3, 2026 at 2:00 PM ET and questions due August 25, 2026.

The procurement is structured as a single-award, firm fixed-price indefinite-delivery/indefinite-quantity contract with a 12-month base period beginning October 1, 2026, followed by four one-year option periods and a six-month extension option through June 29, 2032. Place of performance is Washington, DC, with nationwide service delivery required. The NAICS code is 561611, Investigation and Personal Background Check Services, with a $25 million size standard.

The base year scope encompasses social media monitoring and open-source intelligence analysis (600 hours), in-person surveillance (960 hours), travel expenses (40 days), report preparation and evidence compilation (100 hours), and expert testimony or administrative hearing support (100 hours). Identical quantities apply to each option period; the six-month extension provides 50 percent of annual quantities. All cost elements, including OSINT subscriptions and surveillance equipment, must be incorporated into labor rates with no separate other direct costs line.

The contractor must obtain applicable state and territorial private investigator licenses before personnel perform work, comply with federal, state, and local privacy and surveillance laws, maintain chain-of-custody procedures, and deliver reports in unlocked, Section 508-compliant PDF format with 14-calendar-day turnaround for final case reports. The Project Manager must be available Monday through Friday, 8:00 AM to 4:00 PM EST, responding to technical issues within 24 hours. Evaluation factors include technical approach and understanding, relevant corporate experience, nationwide capability and responsiveness, legal/ethical/privacy/security compliance, management and staffing qualifications, quality of reporting and evidentiary documentation, past performance, and price. Three past performance references from the preceding five years are required. Service Contract Labor Standards do not apply. Similarly situated small-business first-tier subcontractors may perform work nationwide without counting against the prime's 50-percent subcontracting limitation.
