The National Oceanic and Atmospheric Administration seeks installation of new multi-zone hyper-heating R454B mini-split ductless air conditioning systems at its Northeast Fisheries Science Center main building in Woods Hole, Massachusetts, with offers due September 7, 2026 at 1200 hours local time. This procurement is set aside for total small business under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors).

Place of performance is 166 Water Street, Woods Hole, MA 02543. The scope includes removal of three existing damaged systems over 10 years old, installation of a new 100-amp electrical sub-panel on floor two, installation of three outdoor roof-mounted condenser units and seven indoor wall-mounted units across seven rooms, and all associated line sets, power connections, insulation, condensate lines, and pumps. Replacement systems must feature minimum SEER 20 rating, 100% heating capacity at minus 5 degrees Fahrenheit, heating capability down to minus 13 degrees Fahrenheit, and a manufacturer warranty of at least five years. Units must comply with ASHRAE Standards 55 and 90.4-2022. Service and parts vendors must be available within the Cape Cod or South Shore area. All electrical work requires licensed electricians per NEC standards. Contract period of performance is 90 days after Notice to Proceed. Offerors must submit technical approach and capability narratives not exceeding 10 single-sided pages and price quotes via email to charles.kendall@noaa.gov.
