About this opportunity
The United States Special Operations Command is soliciting design, development, implementation, testing, and validation of a Commercial Solutions for Classified (CSfC) Wireless Local Area Network extending SIPRNet and NIPRNet capabilities at SOCNORTH Headquarters, Peterson Space Force Base, Colorado, with proposals due July 28, 2026 at 12:00 PM MT. This is a Total Small Business set-aside, and a mandatory site visit is scheduled for July 14, 2026 at 2:00 PM MT at Building 30; building access must be coordinated by July 9, 2026 at 12:00 PM MT.
Place of performance is the Western portion of Building 30 at Peterson Space Force Base, Colorado Springs (approximately 60% of ground floor and 40% of second floor). The contractor must be on the NSA CSfC Approved Trusted Integrator List or propose a subcontractor holding that status with existing USSOCOM partnerships. All on-site personnel must hold active Secret clearances at contract award, with configuration personnel requiring Top Secret clearance; the government will not sponsor clearances. On-site work is limited to 0600–1800, Monday through Friday, excluding holidays.
The effort spans four phased contract line items within a 120 calendar day period of performance from contract award: CLIN 0001 (Study & Design, Firm-Fixed-Price) requires site surveys and High-Level/Low-Level Design documentation within 15–30 business days; CLIN 0002 (Equipment Procurement and Installation, Not-to-Exceed FFP) mandates CAT6A shielded plenum cabling, 802.1x Network Access Control, RADIUS/NPS infrastructure, firewall policies, and Wireless Intrusion Detection System implementation with one-year warranty; CLIN 0003 (Testing & Validation, Not-to-Exceed FFP) requires RF coverage validation at 95% coverage at −65 dBm RSSI or better, minimum 25 dB SNR, and DoD STIG/CSfC compliance verification; and CLIN 0004 (Final Documentation, Not Separately Priced) requires heat maps, as-built documentation, equipment inventories, configuration backups, and Site Wireless Security Operating Plan.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology. Technical acceptability is pass/fail across Factor 1 (Technical Approach, NSA Trusted Integrator status, clearance certification, feasible methodology for all CLINs, detailed 120-day milestone schedule) and Factor 2 (Past Performance: at least two reference projects within three years or five years depending on source language, demonstrating similar enterprise wireless scope and CSfC/DoD complexity; neutral rating treated as acceptable). Factor 3 evaluates price for completeness, balance, and reasonableness; unrealistically low pricing may indicate insufficient technical understanding. Award goes to the lowest total proposed price among technically acceptable offerors. The target award date is mid-August 2026 or sooner. NAICS 541512; PSC DG10.
