About this file
This is a Revised Performance Work Statement (PWS) for wireless network deployment at SOCNORTH, Peterson Space Force Base, Colorado. The contractor shall design, develop, implement, test, and validate a Commercial Solutions for Classified (CSfC) Wireless Local Area Network (WLAN) Capabilities Package architecture to extend both SIPRNet and NIPRNet over a government-controlled network at the SOCNORTH Headquarters building. The deployment is a greenfield effort covering approximately 60% of the ground floor and 40% of the second floor in the Western portion of the facility, excluding SCIF and Top Secret East side areas. The WLAN shall serve as the primary work network for current staff plus an additional 50-75 new personnel, requiring continuous, high-density, high-capacity sustainment. The project is executed in four phased, contract line-item-governed increments with associated Notices to Proceed.
CLIN 0001 (Study and Design – Firm-Fixed-Price) requires the contractor to conduct wireless site surveys, evaluate existing infrastructure, assess cybersecurity considerations, and deliver High-Level Design and Low-Level Design documentation with wireless heat maps within 15 and 30 business days respectively. CLIN 0002 (Equipment Procurement and Installation – Not-to-Exceed FFP) mandates procurement of non-GFE equipment at realistic, fair, and reasonable costs; installation of CAT6A shielded cabling; implementation of 802.1x Network Access Control and RADIUS/NPS infrastructure; firewall policy configuration for traffic segmentation; and Wireless Intrusion Detection System deployment where required for NSA CSfC compliance. CLIN 0003 (Testing and Validation – NTE FFP) requires end-to-end connectivity validation, RF coverage and interference validation, STIG compliance validation, and security compliance checklist verification, with testing to be completed within 5 business days of installation. CLIN 0004 (Final Documentation – Not Separately Priced) includes updated heat maps, as-built drawings, equipment inventories, configuration backups, testing reports, network diagrams, and Site Wireless Security Operating Plan. The overall Period of Performance shall not exceed 120 calendar days from contract award. Performance standards require 95% signal coverage at -65 dBm RSSI or better, minimum 25 dB SNR, full NSA CSfC and STIG compliance, and high availability with redundancy per industry best practices. The contractor must be on the NSA CSfC approved Trusted Integrator list, contractor personnel performing on-site work must possess active Secret clearances at award with configuration personnel cleared to Top Secret, and all visitors require Visitors Access Requests. The Government furnishes existing on-hand equipment (identified in Appendix 1), USSOCOM-approved Material Equipment Lists and baseline configurations, Gray Network links, existing fiber connectivity between IDFs and MDF, and site access coordination through Ms. Janice Coffman at SOCNORTH.
