About this opportunity

The U.S. Army Corps of Engineers Huntington District is conducting an Industry Day on November 2, 2026, to solicit prime contractors and subcontractors for the Winfield Locks and Dam Major Rehabilitation project on the Kanawha River in Winfield, West Virginia.

The scope encompasses complete replacement and modernization of six critical systems: all five standard roller gates and one specialized flap gate; 1930s-era roller gate hoist machinery; dam electrical service distribution and SCADA controls; tainter gate post-tensioned anchorage (actively failing due to stress corrosion cracking); main lock miter gate anchorage; and main lock emergency gate machinery wire ropes and sheaves. The project will extend the facility's operational life by 50 years and requires coordination with American Electric Power's co-located FERC-jurisdictional hydroelectric plant.

The morning presentation venue has been moved to the Winfield Community Center. Registration closes November 1, 2026, at 12:00 PM Noon. Prime contractors may schedule in-person one-on-one meetings on November 2; subcontractors and additional primes may request virtual meetings beginning November 3. Vendors should register through the provided link and select "Interested Vendors" and "Follow" on SAM.gov to receive updates. The Project Delivery Team has posted a questionnaire, 30 percent design drawings, and industry day materials on SAM.gov as of October 13, 2026. Contact Eileen Hodges at LRH.Small.Business@usace.army.mil for questions and to arrange private meetings.
