The Department of Veterans Affairs, Veterans Integrated Service Network 4, seeks locksmith services to re-key the Wilmington VA Medical Center and five affiliated Community-Based Outpatient Clinics, with quotes due July 23 at 10:00 AM Eastern Time. Place of performance spans Wilmington VA Medical Center (1601 Kirkwood Highway, Wilmington, Delaware) and five CBOCs in Atlantic, Cape May, and Cumberland Counties, New Jersey, and Kent and Sussex Counties, Delaware. The contractor must replace and re-key the CoreMax BEST A2 interchangeable core system across an estimated 1,489 doors (minimum 1,400, maximum 1,600), addressing a Grand Master Key level compromise. The Wilmington Main Campus comprises nine buildings with 1,094 doors; the five CBOCs account for the remaining approximately 395 doors.
The Government will award one Firm-Fixed Unit Price Purchase Order for the period August 1, 2026 through February 1, 2027. Contractor personnel must be qualified in BEST IC/A2 systems with federal or healthcare facility experience and meet VA security requirements. All work occurs during standard hours (Monday–Friday, 8:00 AM–4:30 PM) unless prior approval is obtained for extended hours. The contractor furnishes all labor, materials, tools, equipment, cores, and keys. Service Contract Act prevailing wage rates apply across Delaware and New Jersey counties.
Performance objectives include comprehensive pre-project assessment with complete inventory and keying hierarchy verification, 100% functional testing of all replaced cores, cutting and distribution of new keys equal to existing quantities plus 20% attic stock with 100% functional testing, complete database updates of the VA lock management system, and secure off-site disposal of removed hardware with certificate of destruction. This acquisition is set-aside as 100% to service-disabled veteran owned small business (SDVOSB). Any SDVOSB responding to this solicitation must complete, sign, and return the full VAAR clause at 852.219-75 in order to be considered for evaluation and award.

The Veterans Integrated Service Network 04 (VISN4) has a new requirement at Wilmington VA Medical Center for Re-key Services as listed in the Performance Work Statement (PWS), Attachment A.
The Contractor shall provide all necessary licenses, certifications, training, and requirements cited in the PWS.All work is to be performed in accordance with applicable federal, state, and local regulations or ordinances.
