About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 4 seeks professional cleaning services for cooking equipment exhaust systems at the Wilmington VA Medical Center, with quotations due July 22, 2026, at 10:00 AM EST. This is an SDVOSB sole source set-aside, limiting competition to service-disabled veteran-owned small businesses.

Place of performance is Wilmington, Delaware (1601 Kirkwood Highway). The contractor must clean exhaust systems to NFPA 96, Chapter I standards, including a 6-foot updraft grill stand with approximately 75 feet of duct and roof-mounted fan in the ICU, a 16-foot wall-mounted canopy hood with approximately 20 feet of duct in the canteen, a 16-foot island canopy hood, dietetics equipment with associated ducts and exhaust fans, and two 8-foot canopy grill hoods in the community living center. Quarterly cleaning is required for each listed device. The contractor must furnish all materials, tools, equipment, supervision, and personnel; affix certifications upon completion; cover exposed kitchen and floor areas; and clean all dust and debris. Work must comply with OSHA (29 CFR Parts 1910 and 1926), EPA (40 CFR), and hazardous materials transportation (49 CFR Part 397) requirements.

The NAICS code is 811310, with a small business size standard of $12.5 million. The maximum estimated contract value is $12.5 million for a base year plus four one-year option years awarded as firm fixed price. Service Contract Act wage determination 2015-4215 Rev 30 applies. Offerors must be registered in SAM and VetCert at submission and award, and must complete and return VAAR 852.219-75 certifying compliance with SDVOSB subcontracting limitations (50% maximum to non-SDVOSB/VOSB firms). Evaluation is based on price and compliance with submission instructions, with award to the lowest-priced, responsible offer. A site visit was held July 15, 2026; requests for information were due July 16, 2026, at 11:00 AM EST.
