About this opportunity

The U.S. Department of Agriculture Forest Service Pacific Northwest Region is seeking reforestation survey services for the Willamette National Forest's Detroit Ranger District through a Request for Quotation (RFQ #1240BK25Q0079). The project involves conducting third-year stocking surveys on forest stands that were replanted following the 2020 wildfires to assess conifer regeneration levels, available seed sources, and determine additional treatment needs for meeting minimum stocking standards. Contractors must navigate challenging terrain with slopes exceeding 60% and areas containing dead slash, fire-killed trees, and overhead hazards while adhering to strict fire prevention and suppression requirements. The evaluation will be based on three factors of approximately equal importance: Past Performance, Quality Control, and Work Plan and Crew Management, with price being approximately equal in importance to the combined technical factors. Quotes are due September 8, 2025, at 2:00 PM PST via email to paula.winningham@usda.gov, and contractors must maintain active SAM.gov registration and possess required licensing including US Department of Labor MSPA Certificate of Registration and Oregon BOLI license.

This procurement is set aside exclusively for small businesses under NAICS code 115310 (Support Activities for Forestry) with a size standard of $11.5 million in annual receipts. The contract requires surveying 17 distinct areas totaling 2,458 acres and 1,101 individual plots across two primary geographic regions: Pidgeon Prairie (5 sites with 427 plots) and White Water/McCoy White Water areas (12 sites with 674 plots), all of which were planted in Spring 2023. The survey work must be completed between the date of award and September 18, 2026, with operations confined to lands within the Willamette National Forest in Detroit, Oregon. Amendment #1 has eliminated the previously required 300-gallon tank truck from the fire suppression equipment requirements, though contractors must still maintain comprehensive fire prevention capabilities during the fire season from April 1 to October 31. The contract involves travel from Salem, Oregon to Detroit, with survey units potentially located up to 15 miles from the base location.
