About this opportunity
The Department of the Interior Bureau of Land Management Idaho Region seeks a wildfire remote detection and monitoring system for DOI-managed lands in northwestern Colorado, with proposals due June 22 and questions due June 5. The procurement is set aside for small business concerns and restricted to WOSB.
Place of performance includes DOI-managed lands in Moffat and Rio Blanco counties in northwestern Colorado, with potential expansion to Montrose and San Miguel counties. The system must detect early smoke from wildland fires using modeling, sampling architecture, and remotely operated cameras; deliver automatic notifications and alerts to pre-identified fire managers; provide a vendor-supplied web-based portal with live, still, and time-lapse imagery; integrate with existing federal fire management applications; and provide data accessibility to interagency fire dispatch centers and cooperating wildland fire response agencies. Technical requirements include real-time video access via web browser with ONVIF profile T standard support, near real-time still images and geospatial data with 120 seconds or less latency, timelapse functionality, privacy controls including blur capabilities and data redaction, elastic computing principles for public-facing websites, 24/7 help desk support with maximum one-hour response time for critical outages, and onsite equipment repairs or replacement within 72 hours. The contractor must also conduct site selection, establish network connectivity, and provide annual remote training for administrators and users.
The performance period runs August 1, 2026 through July 31, 2027 (base year) with four option years through July 31, 2031. The NAICS code is 561621, Security Systems Services, with a $25 million size standard. Award will be made on a Lowest Priced Technically Acceptable basis. Offerors must submit pricing for the base year and all four option years, identify the number of sites and services, provide three past performance references for similar contracts completed within the past two years, maintain active SAM registration, and include their SAM UEI number.
