About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is procuring Leadership Wilderness Coaching Expedition Services for the United States Naval Academy through a combined synopsis and solicitation posted on April 30, 2026. The requirement encompasses a 4-night, 5-day wilderness leadership expedition in Olympic National Park from May 11-16, 2026, along with eighty virtual one-on-one adaptive leadership coaching sessions and two group coaching sessions for 8-10 senior Naval Academy leaders. Key contract requirements include employment of the Immunity to Change (ITC) leadership development curriculum, provision of certified wilderness guides (with at least one holding a Master's degree in clinical psychology and military veteran status), satellite emergency communication capability, and Wilderness First Responder certification with minimum 3+ years of multi-day backcountry expedition experience. The evaluation will be based on the contractor's ability to meet the specialized technical requirements, including expertise in outdoor experiential learning, ITC model training, military background, and customizable executive development programming. The offer due date is May 1, 2026 at 10:00 AM, and the performance period runs from May 1, 2026 through September 30, 2026.
This solicitation is being issued on a sole-source basis to Reset Coaching LLC (CAGE Code 9WBA1) without a small business set-aside, as documented in the redacted Sole Source Justification. The justification contends that Reset Coaching is the sole commercially available vendor capable of providing the specialized combination of outdoor experiential learning in the Pacific Northwest, ITC leadership model expertise, military background through retired Navy Chaplain Brandon Harding, and customizable executive coaching programs aligned with USNA's coaching culture. The specific contract value is redacted in the available documentation, though the NAICS code 611430 (Professional and Management Development Training) indicates this is a commercial services acquisition with a small business threshold of $15.0 million. The performance location is Port Angeles, Washington for the wilderness expedition phase, with delivery ultimately to the US Naval Academy in Annapolis, Maryland, and all coaching services to be completed by September 30, 2026. The contract will be awarded on a firm-fixed-price basis incorporating applicable prevailing wage rates established under Service Contract Act requirements for Washington State.
