Key contract requirements include active SAM registration, compliance with Food Safety Modernization Act standards, provision of plant locations and product information to GS1 GDSN if awarded, and certification that all commodities are products of the United States. The contract will be evaluated on a firm-fixed-price basis, with the Indian Incentive Program offering an incentive payment equal to five percent of amounts paid to Indian organizations or Indian-owned economic enterprises. Proposals must be submitted electronically through the Web-Based Supply Chain Management System (WBSCM) by 1:00 PM Central Time on February 26, 2026, with acceptance announcements expected by 5:00 PM Central Time on March 4, 2026.

Delivery locations include Henderson County (zip code 80640) requiring 95,000 pounds and Syracuse, New York (zip code 13209) requiring 65,000 pounds, with all deliveries occurring on an FOB destination basis across four quarterly periods between April 1, 2026, and July 31, 2026. New-to-USDA contractors may be subject to probationary status limited to 10 truckloads per product until five successful deliveries are demonstrated. Small business concerns must provide supplier agreements if they do not manufacture the product themselves, and all prime vendors are prohibited from subcontracting with suspended or debarred entities. Inquiries regarding this procurement should be directed to the Contracting Officer at the USDA Commodity Procurement Program, Proteins, Grains, and Oilseeds Procurement Division in Washington, D.C., at (202) 720-4517.
