About this opportunity

The Department of the Air Force Space and Missile Systems Center seeks innovative launch service solutions for target launch missions under the Rocket Systems Launch Program (RSLP) through a Generic Commercial Solutions Opening (CSO), with a detailed CSO submission deadline of June 22, 2026 at 1500 MT; no extensions will be granted.

Place of performance is Albuquerque, New Mexico. The procurement employs no set-aside category and is structured as a two-phase acquisition: this Generic CSO gathers point-of-contact information and industry interest, followed by a Draft Detailed CSO with industry day, culminating in the final Detailed CSO with the June 22 submission deadline.

Respondents must be US Commercial Providers meeting requirements under the Commercial Space Act of 1998 (Title II, Public Law 105–303), holding an active CAGE Code with current System for Award Management registration, and possessing Defense Logistics Agency Joint Certification Program certification. To receive the detailed CSO via DOD SAFE, respondents must meet these requirements. Responses to the Generic CSO are limited to one page, 11-point font, one-inch margins, and must reference "RSLP Targets." Unclassified and non-proprietary information is requested; any proprietary information must be clearly marked and is subject to non-disclosure agreements.

The primary area of interest focuses on innovative approaches to maximize Launch Availability while supporting a launch rate of 2 to 3 times per week. Launch Availability encompasses both production availability (launch service contractors providing target launch vehicles to meet required launch rates) and day-of-launch availability (successfully launching the target vehicle at the planned time). Solutions will be treated as commercial items under FAR 12.205 and DFARS 212.205 commercial contract clauses. The government will not pay for any information submitted in response to this solicitation. NAICS code is 336414 (Guided Missile and Space Vehicle Manufacturing); PSC is V126 (Space Transportation/Launch).
