About this file
This is a Generic Commercial Solutions Opening (CSO) issued by the United States Space Force System Delta 80 Small Launch and Targets Division, also known as the Rocket Systems Launch Program (RSLP), to solicit innovative launch service solutions for target launch missions. The document solicits interest from potential launch service contractors and establishes a two-phase acquisition process: this Generic CSO to gather point-of-contact information and industry interest, followed by a Draft Detailed CSO with an industry day, and culminating in a final Detailed CSO with a submission deadline of 22 June 2026 at 1500 MT (no extensions granted).
Responses to the Generic CSO are limited to one page with 11-point font and one-inch margins and must reference "RSLP Targets." Respondents should submit only unclassified and non-proprietary information when possible, with any proprietary information clearly marked and subject to non-disclosure agreements. The primary area of interest focuses on innovative approaches to maximize Launch Availability while supporting a launch rate of 2-3 times per week, with Launch Availability encompassing both production availability (launch service contractors providing target launch vehicles to meet required launch rates) and day-of-launch availability (successfully launching the target vehicle at the planned time). To receive the detailed CSO via DOD SAFE, respondents must meet US Commercial Provider requirements, including documentation attesting compliance with the Commercial Space Act of 1998 (Title II, Public Law 105-303) and an active CAGE Code with current System for Award Management registration and Defense Logistics Agency Joint Certification Program certification. Solutions will be treated as commercial items under Revolutionary FAR Overhaul 12.205 and R-DFARS 212.205 commercial contract clauses, and the government will not pay for any information submitted in response to this solicitation.
