About this opportunity

This Award Notice from the U.S. Army Materiel Command Joint Munitions Command announces a sole-source indefinite delivery indefinite quantity contract awarded to Northrop Grumman to provide Wideband Remote Monitoring Sensor integration, installation, and systems engineering services over five years. The services are required to enhance the current WRMS software and hardware to function more effectively with the Wideband Global Satellite Communications satellite constellation and integrate with codependent sub-systems. Upgrades will be installed at all Wideband SATCOM Operations Centers and Remote Monitoring Control Equipment sites to ensure the ability to continuously monitor and troubleshoot interference and jamming on Defense Satellite Communications System and Wideband Global Satellite Communications satellites.

Notice text

The intent of this notice is to provide the Justification and Approval for award of Indefinite Delivery Indefinite Quantity (IDIQ) contract W52P1J-19-D-0020 to Northrop Grumman (NG). The U.S. Army Contracting Command - Rock Island (ACC-RI) has awarded the subject IDIQ contract as a sole-source, five-year requirement to NG under the statutory authority as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B).

U.S. Army, Product Manager Wideband Enterprise Satellite Systems and Product Officer Wideband Control (PO WC) requires Wideband Remote Monitoring Sensor (WRMS) integration, installation and systems engineering services. These services are required to enhance the current WRMS software and hardware to function more effectively with the Wideband Global Satellite Communications (SATCOM) (WGS) satellite constellation, along with significant integration efforts with codependent sub-systems. These upgrades will be installed at all Wideband SATCOM Operations Centers (WSOCs) and Remote Monitoring Control Equipment (RMCE) sites.

Due to the technical nature of the requirement, efforts to compete this requirement have failed. For this reason, ACC-RI awarded to NG so as to ensure the soldiers' ability to monitor and troubleshoot interference and jamming on the DSCS/WGS satellites and any additional WGS emerging enhancements.

Failure to perform these services would cripple the USASMDC/ARSTRAT and 53rd Signal Battalion's mission for continuous 24/7 monitoring and control of the satellite fleet. The inability to monitor and control the satellite communications payload through the WRMS sub-system would cause a breakdown in critical DoD communications, which could lead to a catastrophic event occurring with the potential to put military lives at risk and/or result in a high number of casualties.
