About this file

This document provides details of a justification and approval for a sole-source award of an indefinite delivery indefinite quantity contract. The U.S. Army Contracting Command - Rock Island has awarded a five-year IDIQ contract to Northrop Grumman to provide Wideband Remote Monitoring Sensor integration, installation, and systems engineering services. These services are required to enhance the current WRMS software and hardware to function more effectively with the Wideband Global Satellite Communications satellite constellation and integrate with codependent sub-systems. The upgrades will be installed at all Wideband SATCOM Operations Centers and Remote Monitoring Control Equipment sites. The justification cites the technical nature of the requirement and previous failed attempts to compete the requirement. The contract is necessary to ensure the ability to monitor and troubleshoot interference and jamming on Defense Satellite Communications System and Wideband Global Satellite Communications satellites, including additional emerging enhancements. Failure to perform these services would severely impact the missions of the U.S. Army Space and Missile Defense Command and 53rd Signal Battalion for continuous satellite monitoring and control, potentially resulting in a catastrophic communications breakdown and risk to military lives.
