About this opportunity
The Department of the Interior Fish and Wildlife Service seeks herbicide treatment services for woody invasive species on 86 acres at the Brice Prairie Management Unit of the Upper Mississippi River National Wildlife and Fish Refuge near Onalaska, Wisconsin, with quotes due October 7, 2026. This is a Total Small Business set-aside (WOSB preferred), firm-fixed-price RFQ.
Performance runs October 15 through November 30, 2026, Monday through Friday excluding Federal Holidays, at Upper Mississippi River National Wildlife and Fish Refuge, N5727 County Road Z, Onalaska, Wisconsin 56450. The contractor must apply basal bark herbicide treatment to approximately 216 invasive stems per acre, targeting Siberian elm, white mulberry, bush honeysuckle, cottonwood, wild plum, and green ash while avoiding native woody species including leadplant, burr oak, and indigo bush. Approved herbicide formulations are triclopyr butoxyethyl ester alone with approved bark oil carrier, or triclopyr butoxyethyl ester tank-mixed with isopropylamine salt of imazapyr and approved bark oil carrier. Approved trade names include Element 4, Garlon 4 Specialty Herbicide, Garlon 4 Ultra, Pathfinder II Specialty Herbicide, Remedy, Remedy Ultra, Triclopyr 4 Triclopyr RTU, and Arsenal. All formulations and mixing rates require refuge manager approval prior to application and documentation on a Product Use Permit. The NAICS code is 115310, Support Activities for Forestry; PSC is F003. Evaluation uses a Best Value Trade-Off approach, weighing technical acceptability and past performance significantly more heavily than price. Technical acceptability assesses demonstrated ability to perform per SOW specifications, herbicide conformance, and relevant certifications. Past performance requires three examples of similar completed work. Quotes must include total estimated price and price validity period. Labor rates comply with Department of Labor Wage Determination 2015-4943, Revision 32, for La Crosse County, Wisconsin. All offerors must maintain current active SAM.gov registration and submit quotes via email to khalilah_brown@ios.doi.gov. The contract incorporates FAR clauses 52.212-4 and 52.212-5, electronic invoicing through the Invoice Processing Platform, Buy American requirements, DEI non-discrimination provisions, and sustainable products standards.
