About this file
This is a Statement of Work for woody invasive species treatment at the Brice Prairie Unit of the Upper Mississippi River National Wildlife and Fish Refuge, managed by the U.S. Fish and Wildlife Service's La Crosse District in Wisconsin.
The contractor is required to treat woody invasive species on 86 acres of restored sand prairie using herbicide applications. Target invasive species include Siberian elm, white mulberry, bush honeysuckle, cottonwood, wild plum, and green ash, with approximately 216 stems per acre. Native woody species such as leadplant, burr oak trees, and indigo bush must be avoided. Work will involve basal bark herbicide applications using one of two pre-approved chemical formulations: triclopyr butoxyethyl ester alone with approved bark oil carrier, or triclopyr butoxyethyl ester tank-mixed with isopropylamine salt of imazapyr and approved bark oil carrier. Approved trade names include Element 4, Garlon 4 Specialty Herbicide, Garlon 4 Ultra, Pathfinder II Specialty Herbicide, Remedy, Remedy Ultra, Triclopyr 4 Triclopyr RTU, and Arsenal. All herbicide formulations and mixing rates must receive refuge manager approval prior to application and be documented on a Product Use Permit. The contractor may access and treat infestations using ATV/UTV, and any alternative equipment must be approved by the refuge manager. Detailed mapping of treated areas, chemical formulations used, and quantities applied must be provided to the refuge manager. The work period runs from October 15, 2026 to November 30, 2026, performed Monday through Friday excluding Federal Holidays. The location is Upper Mississippi River National Wildlife and Fish Refuge, N5727 County Road Z, Onalaska, Wisconsin 56450. A site visit is not required but is highly recommended.
