About this opportunity

The Bureau of Land Management Oregon-Washington Region seeks herbicide application services for the West Eugene Wetlands Recovery Project, with proposals due September 4, 2026 at 4:00 PM EST. The procurement is a Women-Owned Small Business set-aside, restricting competition to certified WOSB firms.

Place of performance is the West Eugene Wetlands in the Siuslaw Field Office area, Lane County, Oregon, across upland prairie, wet prairie, oak savannah, and oak woodland habitats. Work runs from October 1, 2026 through January 1, 2028.

All crew members supervising, mixing, or applying herbicides must hold current Oregon commercial applicators licenses with the "Agriculture - herbicide" sub-category at the time of quote submission. Licensed applicators are responsible for all equipment, supplies, and chemicals. Work is generally conducted Monday through Friday, 6:00 AM to 6:00 PM, subject to weather and fire danger restrictions, and must be coordinated with the Contracting Officer's Representative at minimum one week prior to application.

The scope covers approximately 154 acres of broadcast and spot spray herbicide treatment, including 64 acres of glyphosate broadcast spray and 90 acres of glyphosate or triclopyr spot spray. Authorized herbicides include clopyralid (Stinger, Transline), glyphosate (AquaNeat, Gly Star Original/Plus, Rodeo, Roundup Custom), and triclopyr (Garlon 3A/4, Tahoe 3A, Element 3A/4, Vastlan), with thirteen approved adjuvants. The contractor performs herbicide applications only; no other integrated pest management activities such as prescribed burning, mowing, or manual removal are included.

The procurement carries a firm fixed-price award structure for one contract. NAICS 115310, Support Activities for Forestry, applies; the WOSB size standard is $11.5 million. Evaluation criteria include relevant experience (three prior similar projects within five years), technical approach (means, methods, schedule, quality and safety management), and price. Service Contract Act prevailing wage rates for Lane County, Oregon apply.
