About this file
This is a Questions and Answers document for a herbicide application solicitation issued by the Department of the Interior Bureau of Land Management Oregon-Washington for the West Eugene Wetlands (WEW) Recovery Project. The solicitation number is 140L4326Q0106, with a revised quotation deadline of September 4, 2026 at 4:00 PM Eastern Standard Time.
The contractor is required to perform herbicide applications only—no other integrated pest management activities such as prescribed burning, mowing, or manual removal. All crew members involved in supervising, mixing, or applying herbicides must hold current commercial applicators licenses with the "Agriculture - herbicide" sub-category, and all required licenses and certifications must be in place at the time of quote submission to prevent delays. Work will occur throughout the West Eugene Wetlands in upland prairie, wet prairie, oak savannah, and oak woodland habitats. Herbicide applications may occur at any time during the contract period provided atmospheric and water/soil conditions are suitable; the October 1, 2026 start date allows for a prework meeting to address plans, exact locations, approvals, and other preparatory activities before spraying begins. The BLM will provide georeferenced maps to the selected contractor at a reasonable interval before work begins, with exact treatment locations determined through site-specific analysis closer to the treatment windows. All herbicide applications listed in Attachment C of Attachment 3, plus any others identified, are potentially included in the scope of work.

Text version
1. Scope of Work: Is this project limited to herbicide application, or could the contractor also be expected to perform other IPM activities listed in the PUP, such as prescribed burning, mowing, manual removal, or mechanical removal? The contractor will only be expected to perform herbicide applications.
1. Crew Licensing: Does every crew member need to be fully licensed, or only the employees who are actually mixing and/or applying herbicides? All members of the crew involved in supervising, mixing, or applying the herbicides need to be fully licensed. See link for more details: https://www.oregon.gov/oda/pesticides/licensing/Pages/license-requirements.aspx
1. Start Date: Does the October 1, 2026 start date mean herbicide application could begin immediately, or will there be time beforehand for the prework meeting, planning, maps, approvals, and other prework activities? There will be a prework meeting to discuss plans, exact locations, approvals, and other prework activities before any spraying takes place.
1. Licensing Timeline: Do required pesticide licenses/certifications need to be in place when the quote is submitted, or only before an employee performs pesticide application? All licenses/certifications need to be in place when the quote is submitted. We don't want to have any delays while waiting for licenses/certifications to be completed.
1. Wetland/Spring Applications: Since some of the project areas are seasonal wetlands, if flooding, saturated conditions, or weather prevent fall/winter applications, would spring herbicide applications be allowed within the contract period? Atmospheric and water/soil conditions will need to be fully evaluated before conducting any herbicide applications. Herbicide applications could occur at any time in the contract period, as long as weather and effective treatment conditions are suitable.
1. Farm/Forest Labor Contractor License: Is an Oregon Farm/Forest Labor Contractor's License required for this project? A commercial applicators license with the "Agriculture - herbicide" sub-category is required for this project.
1. Treatment Areas: Which specific project areas or treatment units listed in Attachment C of Attachment 3 are included in this solicitation? Can BLM provide maps, GIS data, or estimated acreage by treatment area so we can accurately understand the work areas? All herbicide applications, including others not listed, in Attachment C of Attachment 3 are potentially included in this solicitation. Exact locations will be determined by site specific analysis closer to the treatment windows. BLM will provide georeferenced maps to the selected contractor at a reasonable interval before work is expected to begin. The work will all take place in the West Eugene Wetlands in mostly upland prairie, wet prairie, oak savannah, or oak woodland habitats.
1. Solicitation Extension: Would BLM consider extending the quotation deadline to allow offerors additional time to review the referenced attachments, clarify the treatment areas, and prepare an accurate technical and price proposal? BLM will extend the solicitation until 4 Sep 2026 at 4:00pm EASTERN STANDARD TIME.
