About this opportunity

The Department of the Navy's Naval Supply Systems Command Fleet Logistics Center Yokosuka Site Singapore (NAVSUP FLCY) has issued a Request for Information (RFI) for the WESTPAC IDIQ UPDATE, seeking market research and feedback on a draft Performance Work Statement for ship repair and maintenance services in the Western Pacific and Indian Oceans. The procurement will be structured as a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Singapore as the primary performance location, requiring a US-based prime contractor to serve as the Lead Maintenance Activity while utilizing local labor and subcontractors throughout the 7th Fleet Area of Operation. The contractor must provide comprehensive ship repair services for Forward Deployed Naval Forces, including continuous maintenance, emergent repairs, and voyage repairs for various vessel classes such as DDGs, LCSs, and CVNs, with capabilities to support multiple concurrent maintenance efforts across different operating sites. Interested vendors must submit capability statements limited to five pages, demonstrating their ability to meet the requirements and identifying areas in the draft PWS requiring clarification. The submission deadline is 10:00 AM Singapore local time on July 24, 2025, with responses sent electronically to specified Navy contacts with the subject line "RFI N6264925RR001."

This opportunity does not utilize any set-aside designations and is open to full and open competition. The RFI notice does not identify any current incumbents or contractors, nor does it provide specific award values or budget ranges for the anticipated contract. Industry days are scheduled for September 12, 2025, in San Diego (targeting US prime contractors) and September 26, 2025, in Singapore (focusing on potential in-theater teaming partners and subcontractors), with no government reimbursement provided for participation. The contract will emphasize strict limitations on using CONUS-based personnel while requiring adherence to NAVSEA Standard Items throughout maintenance and repair processes. Critical contractor capabilities must include project management, quality assurance, engineering support, and maintaining relationships with Original Equipment Manufacturers for complex ship systems work.
