STATEMENT OF WORK
1.0 SCOPE
The Government intends to utilize this Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle for the voyage repair and continuous maintenance requirements of Forward Deployed Naval Forces (FDNF) and various deployed ships to the Western Pacific and Indian Oceans and the countries and ports therein. Accordingly, the primary place of performance is Singapore where Fleet Logistics Center (FLC) Site Singapore will administer the contract and Ship Repair Facility Detachment Singapore (SRF DET SG) will serve as Ordering Activity.
However, work will also be routinely accomplished at various locations in the area of operation (AOR) as specified on the delivery order (DO).
The Contractor, under the direction of SRF DET Singapore (Naval Supervisory Activity) but as an independent Contractor and not as an agent of the Government, shall furnish the labor, material, equipment, support and facilities necessary for the accomplishment of the work and material identified in each DO. Typical ship repair efforts include management, planning, engineering, quality control, safety, shipboard/off ship production and component/system testing and trials. The Contractor shall be responsible for all work required under a DO. The Prime Contractor is responsible for all contracted and sub-contracted labor, management, supervision, coordination, quality control, quality assurance, quality management, safety management, environmental management, material, equipment, adherence to local regulations for work done in any country within the AOR, and transportation necessary to perform the requirements of each ship maintenance and repair DO issued to deliver the mission-ready vessel(s). This Single Award IDIQ is for a CONUS based, US Owned, and US operated contractor to perform work within the 7th fleet AOR and shall use local labor forces and local sub-contractors, not CONUS labor or CONUS sub-contractors.
This contract is for a US based prime contractor to be the Lead Maintenance Activity (LMA), stationed in Singapore, and use local contractors within each location within the AOR that vessel availabilities take place in, while adhering strictly to NAVSEA Standard items. For example, if a ship needs repair in Thailand then the US based prime contractor would lead the effort as LMA by hiring local companies/labor in Thailand. The contractor shall not use flyaway teams from CONUS to conduct work under this contract. Exceptions for using CONUS labor or CONUS sub-contractors shall be considered on a case by case basis and utilized sparingly with ample justification. Exceptions for using CONUS based labor or CONUS based sub-contractors shall be rare. The only guaranteed exception will be for Original Equipment Manufacturer (OEM’s).
The Prime contractor and its sub-contractors will be held to NAVSEA Standard Items at all times. The Prime Contractor shall ensure adequate resources are dedicated to comply with the standards, guidelines and procedures, in addition to ensuring the following key personnel are designated, to satisfy this requirement as stated in the DO:
Contract Manager, Lead Project Manager, Quality Assurance/Quality Control personnel, Qualified Safety Representative, Engineering Support personnel, Work Authorization Form Coordination personnel, and Material Procurement/Control personnel.
This contract shall provide the Navy scheduling flexibility in the execution of mid-deployment voyage repair, emergent repair, continuous maintenance, and voyage repair of various vessels deployed to the Western Pacific and Indian Oceans and the countries and ports therein, with expedited contracting times in order to quickly accomplish repairs with short notices given. SRF DET Singapore intends to notionally support 6 CMAV’s/RAV’s, 2 MTA’s, and 2 ROH’s per year on deployed/FDNF vessels, in addition to several EM/VR periods for non-nuclear work on vessel classes including but not limited to DDG’s, DDG 1000, CG’s, LCS, ESB’s, LCC’s, MCM’s, LPD’s, LHD’s, LHA’s, LSD’s, FFG’s, CVN’s, to the Western Pacific and Indian Oceans. For each of the deployed/FDNF vessels, SRF DET Singapore intends to concurrently support multiple Continuous Maintenance (CM) and Emergent Maintenance (EM)/Voyage Repair (VR) work items. Based on historical workload and operational schedules, SRF DET Singapore intends to notionally execute deployed and FDNF vessel maintenance and repairs concurrently at minimum four different operating sites in the countries and ports within the Western Pacific and Indian Oceans.
Schedule changes will occur and the Contractor shall be expected to accommodate them within the scope and terms of this contract and subsequent DO’s. Any additional costs incurred due to schedule changes are subject to the CHANGES clause. Authorization to proceed with all work shall be provided by the Contracting Officer.
The prime contractor shall use local labor within each location that vessel maintenance and repairs are conducted within the 7th fleet AOR.
