About this opportunity
The Department of the Army Corps of Engineers Engineering District Mobile is seeking contractor services for the West Point Spillway Gate Painting project, a comprehensive maintenance and repair effort involving surface preparation, priming, and painting of all metal components associated with spillway gates, hoists, and related equipment. The scope of work includes structural blasting and painting, minor structural girder modifications, installation and replacement of rubber seals, cathodic protection anode installation, weld repairs in accordance with specifications, and removal and replacement of stoplog seal assemblies. This is a stand-alone "C" type Request for Proposal using best value source selection methodology. Prospective contractors must be registered in both the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil and the System for Award Management (SAM) at https://sam.gov, with PIEE registration required at least one week prior to solicitation issuance. The notice emphasizes that contractors are responsible for monitoring the PIEE website daily for any updates or amendments to the solicitation, as the government will not provide separate notification to unregistered contractors.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business firms. The construction order of magnitude for this project is estimated between $10,000,000 and $25,000,000, representing a significant federal investment in dam infrastructure maintenance. The applicable NAICS code is 237990 (Other Heavy and Civil Engineering Construction), and the PSC category is Z2KA (Repair or Alteration of Dams). While the pre-solicitation notice does not identify any incumbent contractors or specify exact project timelines, it establishes clear registration requirements that must be satisfied before contractors can access solicitation documents, plans, and specifications exclusively through the PIEE website, with no alternative distribution methods permitted.
