About this opportunity

The Department of the Air Force Materiel Command Research Laboratory intends to solicit a single IDIQ contract for non-commercial unmanned Electromagnetic Spectrum Operations (EMSO) systems on a Total Small Business set-aside basis, with formal RFP release anticipated between June 16 and June 30, 2026.

The procurement covers three systems: Radiant Alfred (RA), a 500-pound ground and maritime platform with 8-channel SDR transceiver (2 MHz–7,200 MHz), EO/IR cameras, laser range finder, and omni-directional RF direction finding; Shadowcat (SC), a 350-pound multi-domain platform (ground, maritime, airborne) with 8-channel SDR, 4-channel auxiliary SDR, and flexible antenna arrays; and Tomahawk (TMK), a 250-pound ground and maritime platform with 8-channel SDR for 5G FR1 and power-terrain geolocation. All systems require IP65 ingress protection, MIL-STD-810H and MIL-STD-461H compliance, GPS-denied AHRS capability, and support for post-quantum cryptography (ML-KEM, ML-DSA).

Work includes developmental and operational testing at CONUS East Coast, CONUS West Coast, and OCONUS INDOPACOM locations; classroom and field training at three geographic locations; quarterly remote and on-site maintenance; and warranty repair via depot shipment or field repair-in-place. Contractor must provide technical data packages with GPR or Unlimited Rights, coordinate DoD RMF Authorization to Operate, and support Air Force spectrum compliance worldwide.

The Government will apply ceiling/plug amounts to travel, shipping, non-warrantied replacement parts, and consumables as cost-reimbursement with no fee (CLINs 0047–0050). All other CLINs are Firm Fixed-Price. Source selection is Lowest Price Technically Acceptable, with Total Evaluated Price determined by multiplying proposed unit prices by government-estimated quantities. Comments on the draft Statement of Scope and CLIN structure are due June 15, 2026.

Notice text

This is a presolicitation notice for the Wessex Wraith IDIQ.  This requirement is for the procurement of non-commercial unmanned Electromagnetic Spectrum Operations (EMSO) systems that detect, locate, track and identify cooperative and non-cooperative threats, both of commercial and military nature, using Radio Frequency (RF) sensing, Electro-optical/Infrared (EO/IR) sensing, sensor correlation with Commercially-available/Publicly-available Information (CAI/PAI), edge-based processing, collaborative networking, and remotely-enabled Command and Control (C2).

Attached to this notice are the most current drafts of the Statement of Scope (SOS) and contemplated CLIN structure spreadsheet.  Note that both of these documents are subject to further changes between now and the time of posting of the formal Request for Proposal (RFP).  A formal RFP is anticipated to be posted to SAM.gov between the dates of 16 June 2026 and 30 June 2026.

The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection methodology, awarding just one IDIQ contract as a result of the eventual solicitation.  A Total Evaluated Price (TEP) will be established for each Offeror by multiplying the Offeror’s proposed unit prices for each line item by the Government’s estimated quantity, and summing the products together.  Ceiling/plug amounts will be provided for travel, shipping, non-warrantied replacement parts, and consumables (CLINs 0047, 0048, 0049, and 0050, respectively), and will be applied evenly to each Offeror’s quote.  CLINs 0047, 0048, 0049, and 0050 will be cost-reimbursement with no fee.  All other CLINs will be Firm Fixed-Price (FFP).   Realism analysis will be performed on any indirect rates proposed by Offerors on the cost-reimbursement CLINs (i.e. G&A).

All responsible sources may submit a proposal, which will be considered by the agency.

Industry feedback and questions regarding the most current drafts of the Statement of Scope (SOS) and contemplated CLIN structure spreadsheet that are attached to this notice are welcome.
