About this opportunity
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi seeks quotations for a Welding Supplies Master Blanket Purchase Agreement with proposals due July 20 at 12:00 PM CST, as extended by Amendment 0001 dated July 15. This procurement is a 100% small business set-aside under NAICS 333992, with a size standard of 1,250 employees.
The BPA pool shares a total capacity not to exceed $5 million, with no minimum guarantee of work or individual call value. The government estimates but does not guarantee total purchases will reach $5 million. The BPA term is five years from award or upon reaching the not-to-exceed limit, whichever is earlier. Orders will be issued as firm-fixed-price BPA Call orders for commercial welding products: gases (oxygen, argon, acetylene, propane, nitrogen), wire products (flux core, MIG, and TIG wire), welding rods, tungsten electrodes, and consumables including cutting disks, grinding rocks, MIG tips, MIG nozzles, and torch tips. Individual requirements shall not exceed the simplified acquisition threshold.
Offerors must demonstrate affirmative capability to meet calls at nine ERDC locations spanning Mississippi, New Hampshire, Illinois, Virginia, North Carolina, Texas, Alabama, and Alaska. All freight, delivery, cylinder deposit, exchange, and retrieval at these locations are the contractor's responsibility. Buy American Act and TAA-compliant country-of-origin certifications must be submitted at the time of each BPA call order.
The government anticipates awarding 3 to 5 BPAs based on three equally weighted evaluation factors: Factor I—Technical Capability (corporate capacity and key personnel qualifications); Factor II—Past Performance (dependability, quality, price consistency, and experience with simplified acquisition threshold purchases within five years); and Factor III—Price. Offerors must submit completed pricing schedules with unit pricing at the proposal stage; these initial prices are not firm for five years but represent current market rates. Updated pricing and equal-product technical submittals are required at each individual BPA call. Quotation acknowledgment of Amendment 0001 is mandatory and must be received by the deadline or the offer may be rejected. All prospective contractors must be registered in SAM prior to the quote due date.
