About this opportunity
The U.S. Food and Drug Administration cancelled solicitation RFQ-FDA-134493 for weekly dry ice supply and delivery services effective August 21, 2026. No award will be made, and no further quotations will be solicited or evaluated under this solicitation number.
The procurement was a Total Small Business set-aside (NAICS 325120, Industrial Gas Manufacturing; PSC 6640, Laboratory Equipment and Supplies) with a 12-month base period from September 9, 2026 through September 8, 2027, followed by four optional one-year renewal periods extending through September 8, 2031. Place of performance included three FDA Human Foods Program delivery locations: MOD-1 in Laurel, Maryland (770 lbs weekly); Wiley Building in College Park, Maryland (550 lbs weekly); and University Station in College Park, Maryland (230 lbs weekly), with an estimated annual requirement of 80,600 pounds across 52 weekly deliveries.
The requirement called for commercial-grade dry ice delivered primarily on Wednesdays during Federal business hours, with contractor responsibility for all labor, transportation, equipment, and materials. Quality assurance standards included 95% on-time delivery, 5% quantity accuracy, 100% product condition, 100% documentation completeness, and 100% safety compliance with OSHA/DOT requirements. The evaluation methodology was Lowest Price Technically Acceptable using pass/fail technical scoring against salient characteristics.
The Government determined that cancellation was appropriate because the requirement requires further internal review and revision before competition, and proceeding to award would not be in the Government's best interest. No fees, penalties, or Government liability apply to offerors who submitted quotations. Amendment 0002 (issued August 21) supersedes the original solicitation and Amendment 0001 in their entirety.
