About this file

This is a Performance Work Statement (PWS) for weekly dry ice supply and delivery services to support the U.S. Food and Drug Administration's Human Foods Program (HFP), Office of Laboratory Operations and Applied Science (OLOAS).

The contractor must deliver commercial-grade solid carbon dioxide (CO₂) suitable for laboratory use on a weekly schedule, primarily on Wednesdays during normal Federal business hours, with adjustments made when Wednesday falls on a Federal holiday. Three delivery locations require service: MOD-1 in Laurel, Maryland (770 lbs of dry ice pellets weekly); Wiley Building in College Park, Maryland (550 lbs of dry ice pellets weekly); and University Station in College Park, Maryland (230 lbs of bagged dry ice blocks weekly). The estimated annual requirement is 80,600 pounds across 52 weekly deliveries, though quantities are estimates for pricing purposes only. The contractor is responsible for all labor, transportation, equipment, and materials necessary to provide the service, including maintaining sufficient inventory, minimizing sublimation during transport, and providing proof of delivery documentation. Personnel must comply with FDA facility security and access requirements, including badging and visitor procedures. The Government will provide storage bins at each location, and the contractor must transfer delivered dry ice into these Government-furnished containers. Quality assurance standards require 95% on-time delivery, ±5% quantity accuracy, 100% product condition (usable with minimal sublimation), 100% documentation completeness, and 100% safety compliance with OSHA/DOT requirements. Any nonconforming or damaged dry ice must be replaced at no additional cost within one business day of notification. The contractor must notify the Contracting Officer's Representative of anticipated delivery delays and provide written notice of significant supplier changes at least five business days in advance.

Supply Labs with Dry Ice

Attachment 1 – Requirements Document

PERFORMANCE WORK STATEMENT (PWS)

Weekly Dry Ice Supply and Delivery Services

U.S. Food and Drug Administration Human Foods Program (HFP)

Office of Laboratory Operations and Applied Science (OLOAS)

1. Background

The U.S. Food and Drug Administration (FDA), Human Foods Program (HFP), Office of

Laboratory Operations and Applied Science (OLOAS), requires weekly delivery of dry ice to support laboratory testing, scientific research, regulatory activities, and other mission-critical laboratory operations across multiple HFP offices. Timely delivery is essential because dry ice sublimates continuously under normal atmospheric conditions and is necessary to maintain required temperatures for laboratory samples and materials.

2. Scope

The Contractor shall furnish all personnel, supervision, management, materials, transportation, equipment, and other resources necessary to provide weekly dry ice deliveries to the

Government locations identified in this PWS. The Contractor shall comply with all applicable

Federal, State, and local laws and regulations, including OSHA and DOT requirements governing the handling and transportation of dry ice (solid carbon dioxide).

3. Estimated Quantities

• Estimated weekly quantity: 1,550 pounds.

• Estimated annual quantity: 80,600 pounds (52 weekly deliveries).

Quantities are estimates for pricing purposes only and do not guarantee purchase.

4. Delivery Schedule

Deliveries shall occur weekly on Wednesdays during normal Federal business hours. If

Wednesday falls on a Federal holiday or the Government is closed, delivery shall occur on the next business day the Government reopens unless otherwise coordinated by the Contracting

Officer's Representative (COR).

5. Delivery Locations and Quantities

550 lbs Dry Ice Pellets

University Station 4300 River Road, College Park, MD 20740

230 lbs Bagged Dry Ice Blocks

6. Product Specifications

Dry ice shall be commercial-grade solid carbon dioxide (CO₂) suitable for laboratory use. The required form varies by delivery location as specified in the Delivery Locations and Quantities table in Section 5. No special purity or density requirements apply.

7. Packaging and Handling

The Contractor shall package and transport dry ice to minimize sublimation and ensure it arrives in usable condition. The Government will provide storage bins at each delivery location.

The Contractor shall transfer the delivered dry ice into the Government-furnished storage bins.

Contractor-owned storage containers are not required.

8. Site Access Requirements

Contractor personnel performing deliveries at FDA facilities must comply with all applicable

FDA facility security and access requirements, including but not limited to badging, visitor check-in procedures, and escort policies as directed by the facility security officer or designated

Government representative at each location. The Government will provide the Contractor with applicable site-specific access instructions prior to the start of performance. The Contractor is responsible for ensuring all delivery personnel are aware of and comply with these requirements. Routine changes to delivery personnel do not require prior Government approval, provided all personnel satisfy applicable site access requirements.

9. Inspection and Acceptance

The Government will inspect deliveries for quantity, product type, condition, and compliance with this PWS. Any nonconforming, damaged, or unusable dry ice shall be replaced at no additional cost within one (1) business day after Government notification.

10. Performance Requirements Summary

Contractor Responsibilities

• Maintain sufficient inventory to support weekly deliveries.

• Provide all labor, transportation, equipment, and materials necessary to perform this requirement.

• Provide Safety Data Sheets (SDS) for carbon dioxide upon request.

• Provide proof of delivery including date, time, location, quantity delivered, and Government acknowledgment.

• Notify the Contracting Officer's Representative (COR) immediately of anticipated delivery delays.

• Notify the Government of significant supplier changes that could affect product quality or delivery performance. For purposes of this PWS, a "significant supplier change" includes, but is not limited to: a change in the Contractor's primary source of carbon dioxide or dry ice supply; a change in the subcontractor or third-party carrier responsible for transportation or last-mile delivery; a change in the manufacturing or processing facility from which dry ice is sourced; or any other change that the Contractor reasonably anticipates could affect product quality, delivery reliability, or regulatory compliance. The Contractor shall notify the COR in writing no later than five (5) business days prior to implementing such a change, or immediately upon becoming aware of an unplanned change.

• Routine substitution of delivery personnel does not require prior Government approval provided personnel meet site access requirements as described in Section 8.

Government Responsibilities

• Provide access to designated delivery locations during normal business hours.

• Provide Government-furnished storage bins at each location.

• Designate receiving personnel.

• Notify the Contractor of facility closures or access changes.

• Provide site-specific access instructions to the Contractor prior to the start of performance.

11. Quality Assurance

The Government will monitor contractor performance through receipt verification, proof-of-delivery review, periodic quantity validation, and inspection of product condition. Repeated failure to meet the performance standards may result in corrective action in accordance with the contract.
