About this opportunity
The Federal Aviation Administration (FAA) is seeking a Weather Systems Integration Contract (WSIC) to procure weather sensor equipment, program management services, and integrated logistics support for the National Airspace System. This Indefinite Delivery, Indefinite Quantity (IDIQ) contract will utilize a combination of Firm Fixed Price, Labor Hour, and Cost-Reimbursement pricing structures. Key contract requirements include producing various weather sensor equipment kits such as ASOS to AWOS conversion kits, AWOS-C Tech Refresh kits, and LLWAS station kits, along with providing program management personnel and warehouse logistics support. Evaluation criteria will likely focus on past performance, technical capabilities, and compliance with qualifying questions, particularly regarding Oklahoma-based manufacturing facilities. Critical dates include a December 6, 2024 deadline for industry questions, with a final proposal submission deadline of January 13, 2025 at 2:00 p.m. EDT.
The solicitation is designated as a Competitive 8(a) set-aside, indicating preference for small businesses owned by socially and economically disadvantaged individuals. The contract has a 5-year base period with three potential one-year option periods, totaling a possible 8-year engagement. The place of performance is specifically located in Oklahoma, with a requirement for contractors to maintain a 25,000 cubic foot climate-controlled warehouse in the state. The base period includes procurement of significant equipment quantities, such as 211 ASOS to AWOS conversion kits, 242 AWOS-C Tech Refresh kits, 151 SAWS to SWS conversion kits, and various LLWAS station kits. Program management will involve dedicated staff including a Program Manager and Alternate Program Manager, with specific experience requirements. While precise contract value is not explicitly stated, the pricing worksheet indicates substantial budget allocations for equipment, logistics, and program management across the base and option periods.
