About this opportunity
The USDA Forest Service's International Institute of Tropical Forestry has issued a Special Notice announcing its intent to award a sole source contract to IntelliSense Systems Inc for replacement weather stations. This notice, published on September 2, 2025, is not a solicitation but rather a notification under FAR 5.2 requirements for a proposed contract action valued at $46,785. The contract would run from October 1, 2025, through November 30, 2026, and falls under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 500 employees. The procurement is set aside for total small business participation and utilizes sole source authority under FAR 13.106-1(b)(1)(i) for purchases not exceeding the simplified acquisition threshold.
The weather station replacement is necessitated by damage from Hurricane Fiona in September 2022, which brought sustained winds of 85 miles per hour and over 30 inches of rainfall to Puerto Rico's research areas. The Forest Service requires rugged, weather-resistant stations capable of continuous operation in harsh environmental conditions, specifically all-in-one wireless units that can measure temperature, humidity, wind speed, wind direction, and precipitation with solar power and cellular LTE-M capabilities. Interested contractors may submit expressions of interest by September 7, 2025, at 11:59 PM EST, including their business details, CAGE code, small business status, and capability statements demonstrating expertise to support the requirement. However, this notice explicitly states that requests for solicitation documents will receive no response, and any decision to compete the contract remains at the government's discretion based on responses received.

During September 2022, the Research areas were impacted by sustained storm damage from winds and excessive rain as a result of Hurricane Fiona. During this natural disaster, sustained winds of 85 miles per hour were recorded, and the United States Geological Survey (USGS) reported a rainfall event that exceeded 30 inches in parts of Puerto Rico.
