About this file

This Statement of Work (SOW) from the US Department of Agriculture (USDA) seeks to replace weather stations damaged during Hurricane Fiona in September 2022. The procurement involves purchasing five Micro Weather Sensor (MWS-C400) systems and eight Rugged Carbon Fiber Tripods for the International Institute of Tropical Forestry Research and Development in San Juan, Puerto Rico. The weather stations are required to measure temperature, relative humidity, wind speed and direction, dust accumulation, precipitation, and barometric pressure, with specifications including a cellular LTE-M modem, GPS, compass, solar power system, and rechargeable battery pack.

The equipment must be delivered within 60 days of order receipt to Maysaa Ittayem at Jardin Botanico Sur, with a FOB Destination delivery type. The contract will be a firm-fixed-price procurement under NAICS code 334519 for meteorological instruments manufacturing. Additional deliverables include cellular SIM cards, adapter cables, and a three-year device fee. The system comes with a one-year warranty covering service, parts, and factory labor, and will be inspected and accepted by the government's Contracting Officer Representative at the destination.

Project Replacement of lost and damaged weather stations in the LEF/EYNF, PR General Information

1.0 Scope of Work

The USDA Forest Service IITF in San Juan P.R intends to award a purchase order. to replace the lost and damaged weather stations in the LEF/EYNF, PR. The requirement includes eight Rugged Carbon Fiber Tripod and five new all in one Micro Weather Sensor- (MWS-C400) with cellular LTE-M, GPS , compass, solar power system with a rechargeable battery pack that could be placed in nearly any environment for weather reporting in real time. Shall have a continuous operation and the ability to endure extended periods of harsh environmental conditions. The applicable North American Industry Classification System (NAICS) code for this requirement is 334519

As part of the

2.0 Background

During September 2022, the Research areas were impacted by sustained storm damage from winds and excessive rain as a result of Hurricane Fiona. During this natural disaster, sustained winds of 85 miles per hour were recorded, and the United States Geological Survey (USGS) reported a rainfall event that exceeded 30 inches in parts of Puerto Rico. As a result, the weather stations were affected by the winds, and it is necessary to replace them with rugged and more resistant weather stations that can perform a continuous operation and endure extended periods of harsh environmental conditions.

The requirement is for eight Rugged Carbon Fiber Tripod and five MWS®–C400 (Micro Weather Sensor) professional-grade, all-in-one weather sensor with cellular LTE-M; with a built-in GPS and compass from Intellisense Systems, Inc. The International Institute of Tropical Forestry Research and Development in San Juan P.R. objective’s is to develop and deliver knowledge which supports the conservation of forests, grasslands, wildlife, and watersheds of the American tropics.

Priority research areas include forest ecology, ecosystem functions and services, disturbance ecology, climatology, watershed management and restoration, urban ecology and stewardship, and natural resources policy and governance, primarily in Latin America and the Caribbean. One of our study areas is the weather, and its effects of changing rainfall, temperature, relative humidity, and winds speed. All our research areas are inside the forest, nearby to coast areas and fair away sites without power electricity. A weather station is an essential equipment and part of our research projects.

An automated weather station is an integrated system of components that are used to measure, record, and often transmit weather parameters such as temperature, wind speed and direction, and precipitation. Weather stations are used on land for a variety of operational and research purposes. The requested equipment shall be lightweight, wireless, all-in-one equipment that precisely and reliably delivers meteorological data. Shall have wireless unattended ground sensors, a cloud-based data logging, communications, a solar power system with a rechargeable battery pack; and should be placed in nearly any environment for weather reporting in real time. Shall have a software that delivers a complete overview of the sensors that have privacy protection and send alerts when sensors move, or tampering has been detected.

The software should also enable users to remotely send commands or change reporting frequency. Since our research projects areas are located in a tropical region, we are affected by tropical systems yearly; this means that the equipment shall have the capability of a continuous operation and the ability to endure extended periods of harsh environmental conditions The Intellisense Systems INC provided all the requirements in just one equipment for these particulate measurements, not provided by other vendors.

Contractor Requirements

3.0 Technical Requirements / Tasks

Minimum requirements: The equipment must measure temperature, relative humidity, wind speed, peak wind speed, wind direction, and precipitation. Shall be all-in-one station that precisely and reliably delivers meteorological data. Shall also be completely wireless with a solar power system and a rechargeable battery pack to autonomously gather and report the requested parameters. Shall have the capability of continuous operation and the ability to endure extended periods of harsh environmental conditions. Small enough to fit inside a backpack and installed or placed in nearly any environment for weather reporting in real time. With a built-in GPS and compass, that can offer more accurate measurements of wind speed and direction. This sensor also shall include a cellular LTE-M modem for reliable and fully remote data transmission and autonomous processing. Shall have a software that enables the access, and export data from anywhere, and remotely received commands. This software shall also have the capability of receive alerts in a case of tampering.
