The National Park Service Alaska Region seeks electrical contracting services for Western Arctic Parklands in Kotzebue, Alaska, with proposals due September 2, 2026, at 5:00 PM Alaska Standard Time; vendor questions are due August 26, 2026. This is a Total Small Business set-aside under NAICS 238210 with a size standard of $19 million.
Place of performance is Kotzebue, Alaska, at two locations: Apartments 152 A & B and the Northwest Alaska Heritage Center. The base contract requires modification of the existing electrical system serving Apartments 152 A and B to provide separate metering of boiler room electrical loads rather than installation of a new dedicated service panel. Work includes installation of a separate electrical meter, modification of existing system to independently measure boiler room consumption (one hardwired boiler, two hardwired circulating pumps, four outlets, one overhead light, one heat trace circuit, and one fire alarm bell), coordination with the local utility provider, and compliance with the National Electrical Code and local utility requirements. A new dedicated electrical service panel is not required unless determined necessary by existing code or utility requirements and approved by the Government. An optional line item covers HVAC fan motor troubleshooting and repair, lobby electrical outlet installation, and inspection and potential modification of approximately 10–12 exterior parking lot electrical outlets at the Northwest Alaska Heritage Center.
Period of performance is September 5 through November 30, 2026, with work completion required within 150 calendar days of Notice to Proceed. The contractor must conduct mandatory site visits, coordinate with occupants, and submit as-built documentation prior to final payment. Work is funded using Repair/Rehabilitation funds. Evaluation criteria include price, technical capability (factual documentation of ability to meet scope of work requirements and written assertion of technical knowledge, tools, and certification), and prior experience (two examples of similar projects completed within the past five years). Service Contract Act wage determination applies to Alaska counties including Kenai Peninsula, Matanuska-Susitna, and others, with prevailing wage rates and fringe benefits required.
