About this opportunity

The Department of the Army Medical Command is issuing notice of intent to award a sole-source purchase order to Abbott Point of Care, Princeton, New Jersey, for maintenance and repair services on i-STAT blood analyzers at William Beaumont Army Medical Center, Fort Bliss, Texas, with performance from October 1, 2026, through September 30, 2027.

WBAMC's Healthcare Technology Management Sustainment Section operates 22 Abbott i-STAT blood analyzers used for blood gas, chemistry, coagulation, and cardiac marker testing to support patient care. Abbott is the sole manufacturer, distributor, and authorized service provider for the proprietary i-STAT system; use of unapproved parts or services voids the manufacturer's warranty, compromises equipment lifespan, and presents patient safety risks. FAR 13.101-1(b) sole-source authority applies because Abbott holds patents preventing third-party service provision, and market research identified no small businesses capable of providing these specialized services. No approved contract vehicles are available for this requirement. The estimated total contract value is $20,228.65, funded through Operations & Maintenance, Army and Defense Health Program appropriations for Fiscal Year 2027. The U.S. Army Health Contracting Activity, Medical Readiness Contracting Office West, Carson/Bliss Health Contracting Branch, is executing this procurement. Contracting Officer Wayne Shavers and Technical Requirements COR Jazmine Hutchinson have approved the justification. NAICS 811210; PSC J066.
