About this opportunity
The Department of Commerce, through the National Weather Service (NWS), is soliciting quotes for the repair and reconditioning of eight Elevation Rotary Joints (ASN: R400-2A1A5, NSN: 5985-01-362-0598) to "Like New" condition for Next Generation Radar (NEXRAD) systems. The procurement requires comprehensive repair involving parts, materials, labor, and inspection according to specification drawing 1213624 Revision B, with a one-year warranty against material workmanship and operational faults. All contractors must be registered in the System for Award Management (SAM) and provide detailed repair reports for each unit. The government will evaluate quotations based on technical capability, past performance, warranty support, delivery schedule, and price, with technical capability and past performance weighted more heavily than pricing. The solicitation deadline is September 12, 2025, at 3:00 PM EST, with delivery required by September 30, 2025.
This procurement was originally issued as a 100% small business set-aside under NAICS 811210 (General Repair and Maintenance), but was amended to remove the small business restriction after receiving only one quote deemed unfair and unreasonable, making it now a full and open competition. The contract involves repairing specific serialized waveguide assembly units with various work order numbers including 466178, 404559, and 500123. While no specific contract value is provided, the procurement falls under the small business size standard of $34 million for the applicable NAICS code. The place of performance is the National Reconditioning Center in Grandview, Missouri 64030, where the contractor must deliver the repaired units with proper transportation and packaging to prevent damage. The units are critical components for NEXRAD weather radar systems that must meet strict electrical, mechanical, and cosmetic specifications upon completion.
