Statement of Work Repair and Recondition: Next Generation Radar (NEXRAD) Waveguide Assembly, Elevation Rotary Joint

ASN: R400-2A1A5, NSN: 5985-01-362-0598

Description: The Contractor shall repair and recondition the NEXRAD Elevation Rotary Joint to "Like New" operating condition, including cosmetic appearance in accordance with National Weather Service specification drawing no. 1213624 Revision B. The repair and reconditioning price shall include the parts, materials, labor, inspection and return shipping necessary to return the Elevation Rotary Joint to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.

Definition: “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and Engineering documentation, including the replacement of damaged or missing non-functioning parts.

Government Furnished Equipment: None Government Furnished Data: The following documents provided:

Specifications Drawing No. 1213624 Revision B.

Vendor Furnished Equipment: As required to accomplish repair and reconditioning actions.

Recommended Equipment and Supplies: The Government will furnish a total of 8 waveguide assemblies for repair and reconditioning see Clin 0001. These items are considered GFE and must be returned upon completion of the contract.

First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they must pass inspection by the NRC’s Inspection Branch before you are given the “Notice to Proceed” from the Contracting Officer for the remaining units.

Description of Work – Work Procedures: Repair and recondition to ensure the unit meets all requirements in the documents listed in the “Government Furnished Data” and is returned to “Like New” condition. If unforeseen problems arise or major defects exist that would prevent repair of the unit, contact the Contracting Officer for directions.

Warranty Terms: The contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired and reconditioned Waveguide Assembly, Elevation Rotary Joints are subjected to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found in accordance with NWS specification drawing no. 1213624 Revision B. To meet the material workmanship requirements, the Waveguide Assembly, Elevation Rotary Joint will need to be in a “Like New” operating condition to include external appearance; surfaces which are normally painted be painted. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.

Deliverables: Each repaired and reconditioned Waveguide Assembly, Elevation Rotary Joint, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning, and inspection to include results of all tests and failure analysis.

Transportability: Vendor is responsible for returning repaired products in a shipping container designed to withstand the vibration and shock encountered during transportation by ship, rail, truck, and aircraft. The units shall be packaged to prevent damage to include: physical, electrical, mechanical, cosmetic, and the units shall not be damaged or lose performance capability.

Final Note: When unforeseen problems arise that may need clarification, please contact the Contracting Official who will notify the NRC. If the unit has any problem that prevents a quality repair, do not work on the item until the issue can be resolved.
