About this opportunity
The Naval Facilities Engineering Command is seeking architect-engineer services for waterfront facilities inspection and assessment through an Indefinite Delivery/Indefinite Quantity contract covering CONUS Region 3, which includes Southwest, Hawaii, and Gulf Coast areas. The procurement encompasses comprehensive multi-discipline services including underwater and above-water inspections, material condition assessments, structural evaluations, engineering analyses, design of facility repairs, environmental studies, permit documentation, and technical reporting for Navy waterfront and ocean facilities. Contractors must provide U.S. citizen personnel capable of passing federal background screening, with all underwater assessments performed under direct supervision of registered professional engineer-divers, and personnel must be able to access Controlled Unclassified Information. Firms will be evaluated on seven criteria: specialized experience, professional qualifications, safety performance, past performance, quality control, program management and capacity, and volume of work. Proposals using the SF-330 form are due by October 6, 2025, at 1700 PST, with responses submitted electronically to NAVFAC EXWC.
This procurement is designated as a total small business set-aside under NAICS code 541330 for engineering services, with no incumbent contractors identified in the documentation. The total contract value is $15,000,000 over a 60-month ordering period, with individual task orders expected to range between $50,000 and $1,000,000, and a guaranteed minimum contract value of $10,000. The contract will support Sustainment, Restoration and Modernization projects as well as Military Construction initiatives across the specified geographic regions. The place of performance is listed as Naval Construction Battalion Center Port Hueneme, California, though services will likely be performed at various Navy waterfront facilities throughout the Southwest, Hawaii, and Gulf Coast areas. The estimated contract start date is April 2026, and the award will be made to the most highly qualified small business firm based on demonstrated competence and professional qualifications.
