About this file
This document contains Request for Information (RFI) responses for Solicitation N39430-25-R-0021, a Naval Facilities Engineering Command (NAVFAC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for waterfront facilities inspection and assessment services in CONUS Region 3, covering Southwest, Hawaii, and Gulf Coast areas. The RFIs address two key clarification points: (1) project experience submission requirements, where the government confirms that only wholly severable and complete projects with interim CPARS will be evaluated, and (2) electronic submission methods, which include email to specified points of contact or submission via DoD SAFE.
The solicitation is specifically seeking architect-engineer firms to submit SF-330 forms electronically to NAVFAC EXWC, Code CON74, with submission details including emailing to listed POCs or using DoD SAFE for file transfer. The contract appears targeted at professional services related to waterfront facility inspections, with a geographic focus on Southwest, Hawaii, and Gulf Coast regions. Interested firms must carefully follow submission guidelines, ensuring project experience documentation meets the government's specific evaluation criteria of completeness and verifiability through interim CPARS documentation.

N39430-25-R-0021 – WATERFRONT FACILITIES INSEPCTION AND ASSESSMENT, CONUS Region 3
RFI #1
09 September 2025
1. For Criterion 1 – Specialized Experience, will a project meet the submission requirements if the project initial task order award is completed and has been evaluated but modifications to the task order for additional work are incomplete? If so, please confirm that interim CPARS evaluations that cover the initial task order period meet the submission requirements.
Government Response:
Incomplete projects submitted for specialized experience shall be evaluated if it is wholly severable and complete from the project. Incomplete experience will not be evaluated.
Interim CPARS for completed tasking/work is acceptable as it is technically a completed CPARS. But CPARS for ongoing work will not be accepted.
